Legacy cosmetics are the strongest candidate for the rarest skins in Dead by Daylight. They were earned only by players who prestiged characters before a progression change in late 2016, have been unavailable since, and Behaviour Interactive says it does not intend to bring them back. There is no official ownership-count ranking, however, so no single Legacy piece can be confirmed as the rarest.
Why Legacy cosmetics are so rare
Behaviour Interactive describes Legacy cosmetics as “glowing versions of a character’s default clothing.” Players qualified by prestiging before the late-2016 progression change. At the time, earning Bloodpoints and completing Bloodwebs took longer, making the required progress harder to achieve.
Since that change, Legacy cosmetics have been unobtainable. Behaviour says it does not intend to bring them back, out of respect for the players who earned them. That combination of a narrow historical eligibility window and continued unavailability makes Legacy the clearest answer to the question.

Is one specific Legacy skin the rarest?
There is no official ranking or published ownership count showing which individual Dead by Daylight cosmetic appears on the fewest accounts. The available official information establishes how Legacy cosmetics were earned and that they remain unavailable; it does not identify a rarest character or piece.

It is therefore more accurate to call Legacy cosmetics among the rarest, or the strongest candidate overall, than to name one specific item as the proven rarest skin.
Are exclusive outfits rarer than Legacy cosmetics?
“Exclusive outfit” is a separate category, not another name for Legacy. Behaviour’s support article says certain exclusive outfits are unavailable in-game without a Steam product code. It describes codes as sometimes being offered by Behaviour employees for community contributions or through streamer and tournament giveaways. That article was published on March 22, 2018, and describes the policy at that time; it is not a guarantee that codes or giveaways are available now.

The code explanation does not apply to Legacy cosmetics: Behaviour’s Legacy page says those cosmetics have been unobtainable since the progression change and are not intended to return.

No. A cosmetic’s rarity label is not an ownership statistic. In a 2025 AMA, the official answer about Legendary-or-higher-rarity outfits discussed badges granted alongside purchases and plans to add badges to older Legendary outfits in batches. It did not rank cosmetics by how many players own them.

Without an official count or audited dataset, claims that a particular skin is definitively the rarest—or estimates of how many accounts own it—should be treated as unverified.
