Sea of Thieves has no official ranking of its monsters by how frightening they are. For sudden, ship-level dread, the Kraken is the strongest pick. The Megalodon is a close second for players who find giant sharks more unsettling. That verdict is an editorial judgment based on how Rare describes the two creatures, not a statement from the developer.
Why there is no official answer
Rare’s official Sea of Thieves material describes each session as unpredictable and lists the Megalodon and the Kraken among the threats crews meet at sea. It does not rank them by how scary they are. PlayStation’s game page takes the same approach. It lists Phantoms, Ocean Crawlers, Megalodons and the Kraken among the game’s foes, and it does not compare them. Any “scariest” pick is therefore a judgment about the style of threat each creature presents. The quoted wording below is paraphrased from Rare’s official copy as published, so check Rare’s live pages for exact phrasing.

The Kraken: dread that hits the whole ship
The Kraken’s signature is its tentacles, and Rare’s official copy emphasises them. The threat is aimed at the vessel rather than at one pirate in the water. The whole crew is pulled into a fight that affects everyone aboard. Rare also warns that an unprepared crew can end up on the Ferry of the Damned, the game’s lore destination for a lost crew. That warning makes the encounter feel like a real way to lose a voyage, not just a fight to be survived.
The Kraken also appears and attacks ships in Safer Seas, according to Rare’s Safer Seas FAQ. This matters because it means the creature is not limited to one mode of play.

The Megalodon: a single predator in open water
Rare’s copy evokes the Megalodon’s teeth, and its Safer Seas FAQ states that Megalodons still roam and attack ships in that mode. The Megalodon is a more visible, single predator. Its threat is easy to picture: a giant shark closing in on the ship. Rare places it under the same Ferry of the Damned warning as the Kraken. For players whose fear is driven by sharks, this is the stronger case, and it is the one most players will recognise immediately.

The two are compared on the kind of threat and the open-sea setting, not on any measured fear response. Neither Rare’s official pages nor PlayStation’s game page gives a comparable fear rating for either creature.

Safer Seas does not remove either creature
Rare’s Safer Seas FAQ says both the Megalodon and the Kraken remain in that mode and attack ships there. Choosing Safer Seas therefore does not change which of the two you may meet. The same FAQ says the Shrouded Ghost has the same rarity in Safer Seas and High Seas, so the mode choice does not change how often that variant appears.
Both modes are offered on PlayStation’s game page, which also lists a PS5 release. Pricing and availability change by region and date, so check the storefront in your region before buying.
