Blizzard frames the leveling journey as important in its own right, rather than merely a route to an endgame destination. The announced design therefore pairs a familiar level 1–60 foundation with ongoing additions; it is not simply a promise to preserve one unchanging version of the game. Blizzard’s Forever announcement describes the journey and continued updates.
How does progression work?
The announced progression has several parts, but the complete long-term loop is not yet specified. Blizzard has described the level 1–60 journey, Legacy progression, continued content, and a direction for itemization rather than a full explanation of what players do at every stage after reaching level 60.

Leveling and Legacy progression
Leveling remains central, and Legacy progression is intended for players who enjoy leveling and running alternate characters, or alts. Blizzard has not provided enough detail in the reviewed announcement to promise specific Legacy rewards or explain whether and how excess experience converts into them.
Continuing after level 60
Blizzard says progression will continue through new stories, experiences, and updates. Its panel recap also names new regions, dungeons, and raids. The reviewed official material does not establish the cadence of those releases or spell out a complete post-60 advancement system, so a specific endgame loop or schedule should not be assumed.

Gear and item choices
Blizzard says Forever will retain familiar Classic stats while reworking some and adding others, with the aim of making gear choices more dependent on role, activity, and playstyle. The reviewed material does not provide a complete stat list, item levels, or enough detail to characterize the balance between horizontal and vertical progression. Blizzard’s Forever panel recap describes the announced direction.
Camping as shared outdoor play
Players will be able to craft campfires in the outdoor world. Other adventurers can visit, contribute through professions, and share campsite buffs. Blizzard presents Camping as a system supporting the level 1–60 journey, not as a substitute for leveling or a fully defined progression track.
What choices shape a character’s world?
Forever replaces the traditional realm-selection screen with a choice of ruleset: Normal, PvP, Roleplaying, or Hardcore. Blizzard says each ruleset is its own distinct space. The announcement does not establish detailed population or grouping behavior, nor does the list mean players can freely switch between rulesets. Blizzard’s ruleset announcement lists the four options.
