What Makes a Game an Indie Game? A Guide to Developers, Publishers, and Funding

There is no industry-wide pass/fail test for an “indie game.” The most useful way to classify one is to examine three separate kinds of independence: who finances development, who controls creative decisions, and who publishes or distributes the finished game. A project can be independent on one axis and dependent on another.

Small teams, modest budgets, digital distribution, experimental mechanics, and retro presentation are common associations, not compulsory requirements. A publisher can fund or distribute a game without automatically removing its “indie” identity; the contract’s control, rights, and obligations matter. Conversely, a tiny team is not automatically independent if another company controls the money and creative direction.

This guide gives you a practical framework for answering “What makes a game an indie game?”, explains the difference between a developer and a publisher, surveys funding routes, and uses ID@Xbox as one current platform-specific example. The label is best treated as a qualified description of a project’s relationships, not as a universal legal category.

What makes a game an indie game?

“Indie” is best understood as a question about independence rather than a size category. An academic framework preserved in the University of Geneva open archive separates three dimensions:

  • Financial independence: who supplies the money and what obligations or control rights come with it.
  • Creative independence: who has authority over design, story, production priorities, and other creative decisions.
  • Publishing independence: whether the developer also handles the work of bringing the game to players, or whether another entity performs some or all publishing functions.

Those dimensions can point in different directions. A studio might pay for development itself but sign away substantial creative control. Another might accept outside financing while retaining final say over the game and using a publisher only for marketing and distribution. Calling both projects simply “indie” hides the arrangement; describing the dimensions makes the classification useful.

The framework also treats small budgets, small teams, digital release, experimental design, retro styling, and an “indie mindset” as associated properties. They help explain why people use the word, but they are not a checklist that every indie game must satisfy. The boundary is contested and changes as production models, distribution platforms, and studio structures change.

Financial independence: who paid for development?

Start with the money. Ask whether the team used its own savings, revenue from earlier work, friends-and-family contributions, a grant, an investor, a publisher advance, a platform program, a loan, or several sources at once. Then ask what the funder receives in return. An advance that must be recouped, approval rights over milestones, ownership of the intellectual property, or a right to cancel can make a project financially dependent even when the developer remains a small independent studio.

Self-funding is therefore evidence of financial independence, not a definition of “indie.” A developer can be self-funded at prototype stage and later accept a publishing deal. A studio can also be externally funded while maintaining meaningful independence if the agreement leaves financial and operational decisions with the team. The contract, not the marketing adjective, supplies the relevant facts.

Creative independence: who decides what the game becomes?

Creative independence concerns authority, not headcount. Identify who can approve or reject core design changes, art direction, narrative content, platform features, release scope, and schedule compromises. A publisher may offer valuable feedback while the developer retains final approval. In another deal, the publisher may control milestones, require changes, or own the relevant rights. Both arrangements involve a publisher, but they do not give the developer the same creative independence.

Do not infer creative control from a game’s visual style or from a studio calling itself independent. A polished, large-scale production can still be creator-led; a pixel-art game can be tightly controlled by an outside financier. Reliable statements from the developer, publisher, or agreement are needed before making a stronger claim.

Publishing independence: who gets the game to players?

Publishing is broader than uploading a store page. It can include financing, platform relations, age ratings, localization, manufacturing, marketing, user support, sales operations, and release management. A developer may perform all of those jobs, contract only some of them, or hand the whole package to another company.

Jason Della Rocca’s description of his 2014 Game Developers Conference session makes the breadth explicit: “This lecture takes the view that publishing is the superset that encompasses all forms and methods of getting your game into player hands: from traditional development deals to crowdfunding, from self-publishing options to incubator assistance, from angel investors to marketing-only distribution deals, and on and on.” That is the session’s stated point of view, not a binding legal definition, but it is a useful map of the choices.

Self-publishing is one route within that larger set. A developer can hire a marketing agency, use a platform’s submission tools, work with a regional distributor, or accept a traditional publishing deal and still retain independence on other axes. “Self-published” and “indie” are consequently not interchangeable terms.

Does publisher funding mean a game isn’t indie?

No automatic rule makes a publisher-funded game non-indie. Publisher money is relevant to financial independence, but it does not by itself answer who controls the creative work or who performs publishing functions. To describe a specific project accurately, establish the following:

  1. Who supplied the development budget and whether the money is recoupable.
  2. Who owns or controls the game, characters, technology, and sequel rights.
  3. Who has final authority over design, content, milestones, and release scope.
  4. Which publishing tasks the developer performs and which the publisher performs.
  5. Whether the publisher’s role is funding, distribution, marketing, platform access, or a combination.

If those terms are not public, say that the deal structure is unclear rather than declaring the game independent or non-independent with certainty. The three-dimension framework supports a qualified description; it does not establish an industry-wide threshold.

What is the difference between an indie developer and an indie publisher?

A developer makes the game: it plans production, writes code, creates art and audio, designs systems, tests builds, and delivers a release candidate. A publisher helps bring that game to an audience. Depending on the arrangement, a publisher may finance development, negotiate platform placement, coordinate localization and ratings, run marketing, manage sales, or provide customer support.

The same organization can be both. A studio that finances its own project and manages store submissions is acting as developer and publisher. Conversely, a publisher may work with many independent development studios without making those studios subsidiaries. Organizational independence (who owns and controls the studio) is a related but separate question from the independence of an individual game.

When reporting on a project, keep the terms precise: “independent developer” describes the studio’s position; “self-published” describes a release route; “publisher-funded” describes one financing relationship. None is a complete substitute for the others.

How do indie games get funded?

Most projects combine routes over time. Prototype money may come from the founders, a grant, or an accelerator; production may use a publisher advance or investment; release may rely on crowdfunding or a platform program. Availability depends on the developer’s location, team, stage, track record, and contract terms.

Self-funding

Founders use personal savings, income from other work, or revenue from earlier games. This can preserve decision-making freedom but concentrates financial risk in the team. It also affects scope: a project may need to remain small enough to sustain without a large external budget.

Publishing or project-based deals

A publisher may provide an advance, milestone payments, marketing resources, or development services. Read recoupment, ownership, approval, termination, platform, and sequel clauses before treating the arrangement as evidence of independence or dependence.

Government funding and grants

Public programs can support prototypes, employment, cultural production, or regional development. Eligibility, matching requirements, reporting duties, and eligible costs vary by jurisdiction. A grant can reduce financial pressure without giving the funder the same control as an equity investment or traditional publishing contract.

Venture capital and private investment

Investors may provide seed or growth capital in exchange for equity, repayment, or other rights. This can fund hiring and technology, but governance and ownership terms may change who controls the studio and its intellectual property.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Co-development contracts

A team may earn money by building features or content for another project while using that work to sustain its own game. Co-development can provide predictable revenue and production experience, although the client’s priorities govern the contracted work.

Crowdfunding

Backers can finance a project before release, often in exchange for rewards or early access. Crowdfunding is still a publishing and audience-management task: the team must communicate scope, deliver promised rewards, and account for platform fees and taxes. A crowdfunding campaign does not by itself prove complete financial or creative independence.

Platform programs, incubators, accelerators, and prototype support

Platforms and support programs may offer development assistance, porting help, promotion, or prototype funding. Their requirements and rights differ, so participation should be described as a specific program relationship rather than a general definition of “indie.”

Friends, family, loans, and other early sources

Personal networks, bank loans, angel investment, and accelerators can fill gaps before a larger deal. Each introduces a different mix of repayment, equity, reporting, or control obligations. A project’s funding history is often a sequence rather than one permanent category.

Co-development contracts 15% Reported pursuit of contracted development work

The same report says self-funding appeared to be at least somewhat successful for 89% of developers who used it. “Successful” is the report’s survey measure; it is not a promise that self-funding will produce a profitable or completed game.

Does a game need to be self-published to be indie?

No. Self-publishing demonstrates publishing independence for that release, but it is only one dimension. A game can be developed by an independent studio and released through an outside publisher. The useful question is what the publisher actually does and what control the developer retains.

  • Self-published: the developer handles the release relationship and publishing work itself, possibly using contractors or platform services.
  • Independently developed, externally published: the developer makes the game while another company funds, markets, distributes, or manages the release.
  • Independent studio, mixed-control project: the studio is organizationally independent, but a deal may give a funder substantial rights over one game.

Use both labels when they are supported: for example, “an independently owned studio developing a publisher-funded game” is more informative than either “indie” or “not indie” alone.

ID@Xbox as a platform-specific example

Microsoft presents ID@Xbox as a route for independent developers to self-publish on Xbox. Its materials describe development tools and support, promotional opportunities, conventional publishing pitches, and the Developer Acceleration Program (DAP), which has offered education, porting, and prototype support. A 2023 Microsoft Developer article described some DAP support as non-recoupable funding; availability and terms can change, so applicants should check the current program conditions.

Microsoft Learn’s Join ID@Xbox: Game Publishing Guide, last updated August 7, 2026, describes an Xbox-specific onboarding sequence:

  1. Submit at least one game concept for approval. The guide states: “An approved game concept is required for all XBOX games and to continue your application to ID@XBOX, you must submit at least one game concept for approval.”
  2. After approval, sign the Title Licensing Agreement and the Game Development Kit license agreement.
  3. Complete the onboarding requirements before receiving full development and publishing permissions.
  4. Once joined, pitch opportunities such as Xbox Game Pass and the Developer Acceleration Program where eligible.

This process explains one platform’s requirements; it does not define “indie” for the wider industry and should not be generalized to other consoles, storefronts, or regions. Approval, funding, and promotion remain subject to Microsoft’s current eligibility rules and agreements.

A practical test for describing a real game

When you need to decide whether “indie” is an accurate description, document the evidence instead of relying on appearance or reputation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Identify the studio. Establish who owns or controls it and whether it is an independent company, a subsidiary, or an internal team.
  2. Map the money. List self-funding, grants, investment, advances, loans, crowdfunding, and co-development revenue. Note recoupment and investor rights.
  3. Map creative authority. Find who approves design, content, milestones, platform features, and scope changes.
  4. Map publishing tasks. Record who handles platform submission, marketing, localization, ratings, sales, support, and distribution.
  5. Check rights and ownership. Separate studio ownership from game ownership, sequel rights, trademarks, and technology licenses.
  6. Use scope and style as context. Team size, budget, visual presentation, and experimental ambition can explain public perception, but should not replace the first five checks.
  7. Qualify uncertainty. If the agreement is private or the available statements conflict, say which facts are unknown.

Common mistakes when using the label

“It has a small team, so it is indie.”

Team size is an associated trait, not proof of financial, creative, or publishing independence. A small contractor can work under another company’s direction and ownership.

“A publisher is involved, so it is not indie.”

Publisher involvement can change financing and release responsibilities while leaving creative control with the developer. Describe the deal rather than applying an automatic exclusion.

“It is self-funded, so every kind of independence is complete.”

Self-funding says something about the source of money. It does not establish who owns the studio, who controls the intellectual property, or whether another company controls distribution.

“Retro graphics prove an indie identity.”

Retro or minimalist presentation is an aesthetic choice. Larger or externally financed productions can use it, and independent games can use photorealistic or technically ambitious presentation.

“Self-published and indie mean the same thing.”

Self-publishing identifies a release route. “Indie” is a broader, contested description involving several relationships.

“A platform program is a universal definition.”

ID@Xbox illustrates one platform’s onboarding and support, not an industry standard. Other platforms and funders use different requirements and contracts.

Why the meaning of “indie” keeps changing

The category shifts because the game business shifts. Digital storefronts reduced some distribution barriers; crowdfunding created a direct financing and communication route; platform programs added support and promotion; investment and co-development let small studios participate in larger production pipelines. As those options multiply, independence becomes less binary.

The word also serves different purposes. Players may use it to describe a distinctive creative voice. Developers may use it to describe ownership or freedom from a major corporate structure. Journalists may use it as a shorthand for production scale. A careful article should identify which meaning is relevant instead of presenting one audience’s shorthand as a universal rule.

How to phrase an accurate verdict

Prefer a sentence that names the evidence: “The studio is independently owned, self-funded through early production, and working with an outside publisher for distribution.” If creative approval is documented, add it: “The developer retains final creative approval under the announced agreement.” If terms are private, write: “The game is commonly described as indie, but the public record does not establish its funding or control arrangements.”

That approach answers what readers actually want to know—who makes decisions, who bears financial risk, and who gets the game to players—without pretending that a contested label has a precise legal boundary.

Bottom line

An indie game is best identified through its pattern of financial, creative, and publishing independence. Small scale, unusual design, digital release, and retro style may accompany that pattern, but none is mandatory. Publisher funding or distribution does not automatically disqualify a game; the decisive details are control, ownership, obligations, and responsibilities in the specific arrangement.
