The Ender Dragon gives the most XP from a single kill: 12,000 XP the first time. If you respawn and defeat it again, the reward drops to 500 XP. For an ordinary hostile mob, the Wither is the standout at 50 XP; blazes give 10 XP, while many common hostile mobs give 5 XP.
Which mob gives the most XP per kill?
The first Ender Dragon kill is the largest single mob XP reward in the cited figures. Minecraft Wiki reports 12,000 XP for that first defeat, then 500 XP for each later defeat after the dragon is respawned. Minecraft Wiki
That makes the dragon the leader for a one-time reward, not a repeatable 12,000-XP source. Its later reward is still substantial, but it is a different comparison from the first kill.
How much XP do other hostile mobs give?
Among ordinary hostile mobs, the Wither yields 50 XP. A blaze gives 10 XP, and many common hostile mobs give 5 XP, according to the cited Minecraft Fandom reference. Minecraft Fandom Wiki

These are reported mob XP values, not a ranking of how much XP a farm will produce over time. Some mobs can also provide extra XP associated with equipment, so a particular kill may not match a basic mob reward exactly. Minecraft Fandom Wiki
What is the best mob to farm for XP?
It depends on whether “best” means the most XP per kill or a practical, repeatable source. A respawned Ender Dragon gives 500 XP per kill, but that figure alone does not make dragon farming the best choice for every world or player. Real farm output depends on how reliably mobs spawn and how efficiently the design kills them. Farm designs can also differ between game editions. The values above are reported by community-maintained Minecraft references; the cited material does not provide an official Mojang XP table or a comprehensive current Java-versus-Bedrock comparison. The figures should therefore be read as the values reported by those references, not as a verified edition-by-edition guarantee.
