Which Pokémon can learn Flash?

Where to get Flash, and when you can use it
Flash is HM05. You receive it from Professor Oak’s aide on Route 2. Teaching the move and using it outside battle are separate: in FireRed, you need the Boulder Badge for field use, which lets Flash illuminate dark caves. Serebii’s FireRed/LeafGreen TM/HM listing identifies HM05 and its location; Bulbapedia’s Flash entry describes the field-use requirement.

How to choose a Pokémon to carry HM05
There is no universally best Flash carrier; it depends on your team. Check the same Pokémon’s compatibility with other HMs and consider whether you want to use one of its four move slots for Flash. A Pokémon already serving as an HM carrier may be a convenient choice, while a key battler may be better left with moves chosen for its role.
