Ground typing alone does not prevent paralysis: a Ground-type can still be paralyzed by a non-Electric move or effect.
Which Pokémon are immune to paralysis?
In current main-series rules, Electric typing is the only general type-based immunity to paralysis. The Pokémon must be Electric-type when the paralysis would be inflicted. Other types, including Ground, do not have a blanket immunity.
Some individual abilities also prevent paralysis. Limber and Comatose do so, as does Purifying Salt. These protections are separate from type: a Pokémon with one of these abilities remains protected even if it is not Electric-type.
Why Ground-types can still be paralyzed
Ground-types are immune to damage from Electric-type attacks, but that does not make them immune to the paralysis condition. An Electric-type move may fail to affect a Ground-type, while a non-Electric source—such as Static, Effect Spore, Synchronize, or Gulp Missile—can still inflict paralysis if no other protection applies. Battle effects that can block paralysis
Even a Pokémon without Electric typing or an immunity-granting ability may be protected by the battle situation. Safeguard protects the team from status conditions, Misty Terrain protects grounded Pokémon from status conditions, and Leaf Guard protects its user from status conditions in harsh sunlight. A Substitute can also prevent certain status-inflicting effects from reaching the Pokémon. Type-changing effects matter too, because the type a Pokémon has when an effect is applied can determine whether it is immune.
How paralysis changes by generation
Generation VI onward
From Generation VI onward, Electric-types cannot newly become paralyzed, including from non-Electric sources such as the cited ability effects. Becoming Electric-type after already being paralyzed does not automatically clear the condition. A type change during an attempted infliction can also affect the result; for example, Color Change can occur after an Electric-type move has inflicted paralysis.

Generation I through Generation V
Do not apply the current Electric-type rule to every older game. In Generation I, Electric-types were protected from paralysis caused by damaging Electric-type moves, but could still be paralyzed by other methods. The general Electric-type immunity to paralysis began in Generation VI. The Electric-type reference describes this historical distinction.
What paralysis does in the main-series games
Paralysis can prevent a Pokémon from acting on a turn and reduces its Speed. The official Pokémon Brilliant Diamond and Pokémon Shining Pearl Trainers Guide says, “Paralyzed Pokémon have reduced Speed and their moves fail 25% of the time.” That guide is for Brilliant Diamond and Shining Pearl; the generation-specific Speed reduction is 50% from Generation VII onward and was 75% before Generation VII, according to Bulbapedia.

The Trading Card Game uses a different Paralyzed condition, so video-game type immunities and turn mechanics do not apply. Under the card-game rules, a Paralyzed Pokémon cannot attack or retreat, and the condition clears at the timing specified by the rulebook.
