In current main-series Pokémon games, Thunder Wave cannot paralyze Electric-type Pokémon, Ground-type Pokémon, or a Pokémon with Limber. Lightning Rod can also intercept the move, while Substitute temporarily shields its user. These protections work in different ways, so the game generation matters—especially for Lightning Rod.
Which Pokémon resist Thunder Wave?
Thunder Wave is an Electric-type status move, but being a status move does not let it bypass type interactions. The useful answer is by type and ability rather than a fixed species list: a dual-type Pokémon qualifies if either of its types grants immunity, and Limber works regardless of type. Species and ability availability vary between games.

Does Thunder Wave affect Ground types?
No: Ground typing makes a Pokémon immune to Thunder Wave’s Electric-type move interaction. That is distinct from being immune to the paralysis condition itself. A Ground-type Pokémon may still be paralyzed by a different move or effect if no other protection applies. Smogon’s Scarlet/Violet reference identifies the Ground-type interaction for Thunder Wave: Thunder Wave.
Are Electric types immune to Thunder Wave?
Yes. Under the current main-series rules described by Pokémon Database, Electric-type Pokémon cannot be paralyzed, so Thunder Wave cannot inflict paralysis on them. A Pokémon with a second type is still protected by its Electric typing. Pokémon Database’s move entry lists Electric types among the exclusions.

What abilities block Thunder Wave?
Limber prevents paralysis
Limber prevents its bearer from being paralyzed, regardless of type. It is the clearest ability-based answer when the question is whether Thunder Wave can leave the target paralyzed. Pokémon Database: Limber.
Lightning Rod redirects the move
Lightning Rod is not the same kind of protection as Limber. It draws single-target Electric moves from another Pokémon on the field, and the listed moves include Thunder Wave. In current mechanics, it prevents the hit on the intended target and raises the Lightning Rod user’s Special Attack. Pokémon Database notes a historical exception: in Generations III–IV, Lightning Rod did not provide immunity to Electric-type attacks or raise Special Attack. Does Substitute stop Thunder Wave?
Yes. A Pokémon behind an active Substitute is protected from Thunder Wave’s paralysis effect. Unlike a type or ability rule, Substitute is temporary protection that depends on the substitute being in place when the move is used. Pokémon Database: Thunder Wave.

Thunder Wave is an Electric-type status move introduced in Generation I. Pokémon Database lists its current Scarlet/Violet-era accuracy as 90, compared with 100% in Generations I–VI. Its current move page also lists 20 PP, but that detail is not needed to determine whether a Pokémon is protected.
