Arthur’s starting revolver is the Cattleman
A game-specific weapon guide identifies the Cattleman Revolver as part of Arthur’s arsenal from the beginning. That answers the question about his starting equipment; it does not establish that the Cattleman is his one permanent or mandatory revolver.

PlayStation’s official overview of Red Dead Redemption 2 describes Arthur as the playable character and explains that the weapon wheel lets players choose weapons, including revolvers. Your later loadout can therefore differ from Arthur’s starting gear.
Can Arthur use other revolvers?
Yes. The weapon guide lists other revolver options, including Double-Action and Schofield revolvers, and says another Cattleman can be purchased for dual wielding. PlayStation’s overview says players can earn the ability to dual-wield as they move through the story. Dual wielding is a progression unlock, not a requirement to replace Arthur’s starting revolver.

Is the High Roller Arthur’s revolver?
Not on the evidence of the cited announcement. PlayStation described the High Roller as a Double-Action Revolver offered as early-access content for Red Dead Online. That online-content announcement does not identify it as Arthur’s fixed weapon in Story Mode or change the answer about what he starts with.

- For a particular playthrough: Arthur’s equipped revolvers depend on the player’s choices; no single revolver is established as mandatory for the entire story.
