The Rep can become a level 4 general merchant, making this the direct match rather than one of the specialist shops. Fallout Wiki’s Vault-Tec Rep page also describes his merchant role and notes unique inventory, including an Apocalypse left greave; it does not establish that a particular item will appear in every playthrough or at a specific time.

The guide lists these requirements for a Trading Emporium:
- Rank 2 Local Leader
- Rank 2 Cap Collector
- 5 wood, 3 steel, and 1,500 caps
The guide says stores require both ranks of Local Leader to build, and that a worker must be assigned before a store can be used. For broader context, Bethesda’s Fallout 4 page describes settlement building and workshops but does not document this specific merchant assignment.

If the Rep will not assign or shop dialogue loops
Players have reported assignment problems and shop-dialogue issues, including a dialogue loop, on the community-maintained Vault-Tec Rep page. These are possible save-specific bugs, not expected results. If one occurs, check that the Trading Emporium is built and staffed, then try assigning the Rep again; the available reports do not establish a universal fix.
