Short answer: the European Commission’s proposed EU KIDS Act includes online games in its scope and points toward age-assurance tools and safer-by-design services. It is not law yet, and its proposed ages of 13 and 15 concern social-media access and accounts—not a universal minimum age for playing video games. The Commission describes a way to prove an age threshold without sharing other personal information, but the proposal’s precise requirements for different game services remain unsettled.
What the EU KIDS Act proposes for online games
The European Commission announced the EU KIDS Act proposal on 17 September 2026. Its public summary names online games alongside social networks, video-sharing platforms, AI companions and AI chatbots as online services used by minors that the initiative seeks to address. The Commission says online services and app stores would use age-verification tools, while services would adopt safer-by-design defaults. European Commission announcement, 17 September 2026.
For games, that signals a proposed policy direction, not a complete rulebook. The summary’s examples of safer defaults include limiting features that encourage excessive use, preventing unsolicited contact from strangers, making minors’ profiles private by default, and making blocking and muting straightforward. Applying those ideas to game chat, player profiles, matchmaking or contact features is a reasonable interpretation of how game services might be affected; the public summary does not set out a separate, detailed rule for each feature.
Does the proposal set a minimum age for video games?
No universal minimum age for playing video games is established in the Commission’s summary. Its proposed age thresholds are expressly about social media: no social-media access below 13; parent-managed, feature-limited mini-accounts for ages 13–14; and independent social-media accounts from age 15. Those are not stated as game-access or game-account ages. The Commission’s press release likewise frames the proposed age limits around social-media platforms and accounts. - Read Before You Buy — No Video Output: These adapters support charging and USB 2.0 data transfer, but cannot transmit video signals. Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
- Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
- Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
- Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
That distinction matters because “online games are in scope” does not mean every game must bar children below 13 or 15. Nor does the summary establish that every game operator must collect identity documents. The final legislative text may clarify how the initiative applies to different services, and it could change during negotiations.
Would gamers have to show ID?
The Commission describes age verification as a way to establish whether someone meets a relevant age threshold; that need not mean handing a game company a full identity document. Its own EU age-verification solution is presented as allowing a person to prove they are over 18 without sharing other personal information, with the ability to adapt it to prove other age ranges. The Commission says the solution is designed to interoperate with future European Digital Identity Wallets and became feature-ready on 15 April 2026. This is the Commission’s example implementation, not evidence that the proposed Act requires every game service to deploy that exact app or a single mandated verification method. The Commission also says the solution’s privacy-preserving features cannot be changed when customized by Member States and market participants. That describes the Commission solution; it should not be generalized into a claim that every possible age-check system is anonymous, equally secure or free of privacy risks.
What privacy protections are relevant?
The proposal’s stated direction is to pair age assurance with privacy protection. In practical terms, the important distinction is what a service learns: a threshold result, such as whether an account holder is above a specified age, is less information than a full identity record. The Commission presents its solution as supporting the former without sharing other personal information. The public material does not establish the data flows, retention periods or security properties of every system a game operator might use.

For a game service, the questions that will matter in any eventual implementation include what age range must be checked, whether the operator receives only an age attribute or identity data, how the check is secured, and whether it excludes users who cannot readily use the chosen method. The Commission’s description establishes a privacy-preserving objective and a particular solution’s intended characteristics, not comparative performance evidence for vendors or deployments.
How this relates to rules already in force
The proposed KIDS Act would sit alongside existing EU protections rather than replace them. The Commission says the Digital Services Act already requires platforms accessible to minors to maintain a high level of privacy, safety and security, and prohibits targeted advertising to minors on online platforms. Those are existing DSA obligations; measures described as part of the KIDS Act remain proposed additions. European Commission, Digital Services Act.

What happens next
The proposal is not binding law. The European Parliament and the Council must negotiate its content and decide on the final text before it can become law, according to the Commission’s announcement. Until then, statements about new game-specific duties should be phrased conditionally: the Act would or proposes to do something if adopted, rather than already requiring it.
The most useful current reading for players and families is therefore limited but clear: games are named within the proposal’s scope; age-assurance and safer-by-design measures are part of its direction; and the social-media ages do not automatically become game-age limits. Exactly how age checks and design measures would apply to particular game services depends on the legislation’s final wording.
