Then read the seller’s written delivery, support, and refund terms—because Steam will not refund a CD key bought from a third-party retailer.
Check what the key actually activates
A game key is not necessarily a Steam key. Confirm the launcher or platform named in the listing and make sure you can use it. Steam Support distinguishes Steam CD keys from keys for third-party clients and services in its Region Restrictions on Steam guidance.

Check the exact game edition as well. A listing for a standard edition may not include the content in a deluxe, complete, or other edition. Compare the edition name and included content with the version you intend to buy; do not infer inclusions from the game’s title or artwork alone.
Verify country eligibility, not just a region label
Labels such as “global” are not proof that a key will activate in your country. Steam says CD-key region restrictions vary by publisher and advises buyers to ask the retailer about restrictions before buying. There is no universal rule that makes a broad region label sufficient for every key.

Before checkout, look for the countries where the specific key can be activated, not merely where it can be played after activation. If the listing is unclear, ask the seller in writing whether this exact key can be activated in your country and keep the answer.
Assess the seller’s sourcing and support terms
Do not treat a low price, a polished listing, or a claim of authorization as proof of a particular seller’s reliability. Steamworks explains how developers request Steam keys and how Valve reviews requests, but that mechanism does not provide a current directory showing whether a specific retailer is authorized for a specific game. For a particular listing, seek game-specific sourcing information from the retailer or publisher and check any current publisher guidance.

Before paying, identify how to contact the seller if delivery fails or the key does not work. Read the seller’s terms for invalid, already-used, wrong-game, region-restricted, and later-revoked keys. Check the refund window and any conditions—such as whether a key must remain unused—and confirm the practical support route rather than assuming the platform can resolve the purchase.
Know what happens if a key fails or is revoked
A key can be invalid, already used, for a different game, or region restricted. Steam’s scam guidance warns that keys offered in certain trades may be fake, used, for another game, or region restricted. A key that initially works can also later be revoked: Steam says a revoked key was revoked by the publisher and directs buyers who obtained it from a third-party site to seek a refund from that seller.

Keep the listing, checkout details, receipt, and any seller correspondence. If there is a dispute, these records can show what game, edition, region eligibility, delivery, and remedy the seller represented at purchase time.
Understand the refund route before checkout
Steam’s usual Store refund policy for games generally allows a request within 14 days of purchase and with less than two hours of playtime. Those thresholds apply to purchases made through Steam’s Store; Valve says it cannot refund purchases made outside Steam, including third-party CD keys. Steam Support likewise says it cannot offer refunds on keys bought from third-party retailers.

For a third-party key, the seller’s own written policy is therefore central. Check whether it covers undelivered, invalid, already-used, region-restricted, or revoked keys, how soon you must report a problem, and how to submit a claim. Do not assume Steam’s Store refund terms apply to a key bought elsewhere.

- Expected delivery timing and what happens if delivery is delayed.
- Refund conditions for unused, invalid, already-used, region-restricted, or revoked keys.
- How to reach support and what evidence the seller requires.
Listings, stock, eligibility, and seller policies can change. Recheck the exact listing and terms at checkout, and save a copy of what was promised.
