Anne. In Pokémon FireRed and LeafGreen, the ship’s captain gives you HM01 Cut. Pokémon: Let’s Go uses Secret Techniques instead, so the exact ability and prompts differ by version.
First, check whether you finished the events north of Cerulean
If you have not crossed Nugget Bridge and visited Bill at his Sea Cottage on Route 25, do that first. The events there are part of the route onward and are associated with getting the S.S. Anne ticket. If you already completed them, you do not need to repeat them.
Go through the opened route from Cerulean
Return to the house route from Cerulean that was guarded by a police officer. In the FireRed and LeafGreen walkthrough, this is the next step after Misty. If the way is still blocked, check whether you completed Bill’s event; the available walkthrough excerpt does not specify every trigger for opening the route.
Continue to Vermilion City and board the S.S. Anne
Follow the route onward to Vermilion City and use your ticket to board the S.S. Anne. Explore the ship and complete the captain event. In FireRed and LeafGreen, the captain gives you HM01 Cut, which is needed for the next progression step toward Lt. Surge’s Vermilion Gym.

The detailed step-by-step route above is for FireRed and LeafGreen; if you are stuck at a particular point in another edition, the edition matters.

If Bill’s event and the S.S. Anne captain event are both complete, do not go back through them. Continue toward the next accessible objective in your version, including the Vermilion Gym progression if you have Cut in FireRed or LeafGreen. If a door, route, or prompt is blocking you, check your current objective and confirm which edition you are playing before following a version-specific guide.
