Take Millie’s keycard to Woozie’s Four Dragons Casino operation and start Breaking the Bank at Caligula’s. During the heist, use the card at the employee swipe-card door inside Caligula’s Palace; the mission then sends you toward the generator room and the blackout sequence.
How to start the Caligula’s heist
Go to Woozie’s operation at the Four Dragons Casino and look for the mission marker for Breaking the Bank at Caligula’s. Having Millie’s keycard does not unlock the mission by itself: the listed prerequisites also include Up, Up and Away! and Saint Mark’s Bistro.

How to use Millie’s keycard during the mission
- Travel to Caligula’s Palace as directed by the heist mission.
- Use Millie’s keycard at the employee swipe-card door to enter the restricted area.
- Continue to the generator room and throw tear gas into the open vent.
- After the casino goes dark, put on the night-vision goggles and follow the route to the service bay so the crew can get inside.
If you have the card but the heist will not start
- Confirm that both Up, Up and Away! and Saint Mark’s Bistro are complete.
- Check the Four Dragons Casino for Woozie’s mission marker for Breaking the Bank at Caligula’s.
- Remember that the keycard is an access item used during the heist; it does not replace the other mission requirements.
How the two keycard routes work
