What to Do if Steam Can’t Finish a Purchase

If Steam can’t complete your purchase, start with the exact error message: a card decline, billing-address mismatch, generic error, and wallet-currency warning each point to a different fix. Check your payment details, turn off any VPN or proxy, and try the Steam website if you were using the client—or the client if you were using the website. If a bank entry is pending, it may be a temporary authorization hold rather than a completed Steam charge.

Start with the exact error message

Steam’s Purchasing Issues guidance recommends switching checkout interfaces: try the Steam client if you started on the website, or the website if you started in the client. Turn off VPN or proxy software before retrying; Steam says transactions initiated through anonymous proxies will be declined.

Avoid repeated attempts. For a generic error, Steam advises checking that billing details are correct, making only one or two more attempts, disabling VPN or proxy software, and restarting the computer. If it still fails, contact Steam Support with the exact wording rather than continuing to cycle through checkout.

Verify the billing information, disable VPN or proxy software, restart your computer, then try once or twice more. If the error persists, use the failed-purchase support route below.

“Your purchase has not been completed” or a card-company decline

Check that the card number, expiration date, and CVV2 are entered correctly and that the card is valid. Steam lists online-transaction or spending limits, an issuer’s fraud flag, an expired stored card, or a card invalidated after suspected fraud as possible reasons for a decline. If the details are right and checkout still fails, contact the card issuer to ask whether it blocked the transaction or whether a limit applies. Steam’s card-decline guidance notes that a pending amount may appear even when Steam will not collect the funds.

“Your billing address is incorrect”

This usually indicates that the Address Verification System (AVS) could not match the billing address. Check the street address and postal code against the details your bank or card issuer has on file, including formatting or an old address. Steam says it cannot override a failed address check, even if the bank shows a pending amount. See Steam’s address-verification guidance.

Understand a pending bank entry

A pending entry after a failed purchase may be an authorization hold: the bank has set funds aside, but Steam has declined the transaction and says it will not collect them. A pending entry is not proof that the Steam purchase completed. Check Steam Purchase History for the order status; if the bank shows a posted charge or you are unsure how it is classified, contact the bank and Steam Support.

The release timing depends on the issuer. Steam’s general purchasing guidance says release can take up to 30 days depending on the bank and its process. In its CVV2-specific guidance, Steam says some banks may take up to 10 business days to return funds held after a failed CVV2 check. These are issuer-dependent timeframes, not guarantees for a particular transaction.

Keep an eligible failed-purchase cart and discount

Steam may save an eligible cart after a failed purchase. Its saved-cart guidance says the cart expires exactly 72 hours after Steam emails the saved-cart link; discounts already applied are retained even if the sale ends. Find the link in that email or check Purchase History. An eligible saved cart has a cart icon, which you can select to retry the purchase.

Not every failed cart qualifies. Steam says coupons, bundles, recurring subscriptions, and purchases that failed before reaching the payment step may not be saved. Support cannot extend the 72-hour deadline.

Fix travel, store-country, or wallet-currency issues

If you are traveling and see a wallet-currency mismatch error, Steam advises trying the payment instrument without Steam Wallet funds. If the browser opened a different regional Store page, use the Steam application or restart and try again; disable VPN or proxy software as well.

Steam says your store country is based on the location of your first Steam purchase. While traveling, the Store may display prices for the region you are in; if payment problems persist, Steam recommends a payment method that matches the store country. If you have moved or live abroad long-term, check Steam’s Purchasing Issues page for the Store Country FAQ. Do not try to bypass regional pricing or content restrictions: Steam says doing so is prohibited and can result in an account lock.

Payment availability can also depend on currency. Steam’s Purchasing Issues page, accessed October 8, 2026, says PayPal is unavailable for Steam purchases in currencies other than EUR, CAD, GBP, JPY, AUD, and USD. Steam attributes this to a processing change announced in early July 2025 and gives no restoration timeline. Check the methods currently shown at checkout; if PayPal is unavailable for your currency, use another listed method or consider a Steam Wallet code where compatible.

Contact Steam Support if checkout still fails

Use Steam Help’s failed-purchase path and include the exact error text. Steam’s billing FAQ gives the route as Purchases → “I can’t complete my purchase on the Steam Store.” You can also select the failed purchase from the relevant Steam Help page.
