Alert the nearest zoo employee or security officer immediately. State the zoo, exact exhibit or landmark, what you saw, and any injury or animal contact you can see without moving closer. If staff cannot be reached or the danger is immediate, call your local emergency number from a safe position. Stay behind barriers, move nearby visitors away from the edge, and follow every instruction from zoo staff or emergency responders. Never enter the enclosure, open a gate, approach the animal, or attempt an improvised rescue.
Take these actions first
- Get a staff member’s attention. Go only as far as the nearest employee, security officer, information point, or posted emergency phone. Tell them that a person has entered an animal enclosure and identify the exhibit precisely. Philadelphia Zoo, for example, directs visitors to use red emergency phones to report dangerous behavior, while Prague Zoo tells visitors to notify staff immediately about threats to visitor or animal safety. Those are local arrangements, so use whatever marked reporting point your zoo provides.
- Call emergency services when staff are unavailable or the threat is immediate. Make the call from behind a barrier or from another protected location. Give the zoo name, entrance or exhibit location, and a concise description of the situation. Emergency numbers differ by country; there is no single number that applies to every zoo.
- Keep out of the animal area. Do not cross a railing, moat edge, fence, door, or other safety barrier. Smithsonian and Ljubljana Zoo visitor rules prohibit crossing such barriers, and Patna Zoo instructs visitors not to approach during an animal incident.
- Follow directions. Staff or police may tell visitors to evacuate, shelter in place, move to another path, or remain where they are. Prague Zoo requires visitors to follow instructions during extraordinary security situations, and Smithsonian guidance likewise directs visitors to obey zoo staff or police during evacuation or sheltering.
- Describe only what you can safely observe. Note the exact location, the apparent number of people involved, their visible condition, what happened immediately before the entry, and whether an animal has made contact. Do not lean over a barrier, use a flash to get a better view, or move toward the enclosure to improve your report.
Who should you contact?
The right contact depends on access and urgency. Use this decision guide without leaving your safe position.

| Situation | First contact | What to provide |
|---|---|---|
| A zoo employee or guard is nearby | Alert that person immediately | Exhibit name or landmark, number of people involved, and visible danger |
| A posted emergency phone or information point is nearby | Use the marked system | Say that someone entered an enclosure and remain available for questions |
| No staff can be reached and the person is in immediate danger | Call the local emergency number | Zoo name, entrance or exhibit, animal species if known, and what you can see |
| Staff have arrived and are directing visitors | Stop making additional calls unless asked | Follow evacuation, shelter, or crowd-control instructions |
Do not assume that a general zoo telephone number, a national emergency number, or a particular radio channel works everywhere. The sources describe different local systems, not a universal visitor hotline.

Stay behind barriers and reduce the immediate risk
Put distance between people and the enclosure
Back away along the visitor path and encourage anyone beside you to do the same in a calm voice. Move people away from the edge without creating a rush or blocking staff access. A barrier is designed to keep visitors out of the animal’s reach and to preserve space for trained responders; climbing onto it or gathering at its edge defeats both purposes.

Do not attract the animal’s attention
Do not shout at, taunt, throw objects toward, feed, photograph with a flash, or otherwise distract the animal. Do not bang on glass or fencing. These actions can change the animal’s behavior and make a controlled response harder. A person already inside may react unpredictably, so avoid yelling detailed commands across the enclosure.
Keep access routes clear
Stand where employees can see and reach you without weaving through a crowd. If staff ask visitors to leave an area, do so promptly rather than stopping to watch. Do not hold a gate open, move a temporary fence, or enter a restricted service path.
What information helps responders?
A short, factual report is more useful than speculation. Give the information in this order:
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minute- Where: the zoo name, entrance or zone, exhibit title, nearby path, landmark, or gate number. If you do not know the formal exhibit name, describe visible signs and the nearest landmark.
- Who: how many people appear to be inside or involved, and whether you can identify a child, adult, staff member, or companion without moving closer.
- Condition: whether anyone is standing, moving, calling for help, trapped, or visibly injured. Say when you cannot tell.
- Animal contact: whether you actually saw a bite, strike, charge, or physical contact. Do not infer contact from a sound or from another visitor’s statement.
- Sequence: what you saw happen, such as a person climbing a railing, falling into a moat, or opening a gate. Give approximate timing if you know it.
- Changes: whether the person, animal, or crowd has moved since you first reported it.
A North Carolina Zoo staff procedure uses location, victim count and condition, and animal contact as core incident details. For a visitor, these are sensible observations to pass on, not a requirement to copy the zoo’s internal reporting format.

Should you try to rescue the person?
No. Entering an enclosure, opening a gate, retrieving an object, or trying to handle the animal can turn one casualty into several and can interfere with the response. You may not know which doors are locked, where staff can safely stand, whether a second animal is present, or how the animal will react to a stranger.
Do not enter or climb over the exhibit
Never climb a fence, descend into a moat, squeeze through a service opening, or ask another visitor to hold a gate while you go in. Barriers, moats, electrified sections, and keeper doors can have hazards that are not obvious from the public side.
Do not direct sudden movements
Do not shout instructions that might make the person run, climb, or turn toward an animal. Keep communication brief if the person addresses you, and tell them that staff are being contacted rather than attempting to coach a maneuver you cannot assess.

The published North Carolina Zoo procedure illustrates why rescue is coordinated. It assigns an incident commander, operations and rescue coordination, communications, rangers, and zoo staff. Rangers or outside medical units attend to a victim only after animal staff have secured the animals and announced that it is safe, or after the victim has been removed. That document was revised on 1 April 2013, lists a review due in June 2013, and applies to that facility; it is a historical example, not a current universal protocol. Its sequence still explains why an untrained witness should not take over.

What happens after you report the incident?
Expect a facility-specific response
Zoos write their own emergency plans. The Association of Zoos and Aquariums says facilities conduct their own safety planning and describes live-action drills at least once annually for four basic emergency types: fire, region-appropriate weather or environmental emergencies, injury to a visitor or staff member, and animal escape. Facilities that house venomous or potentially dangerous animals also need alarm systems and/or protocols for bites, attacks, or escapes. These are AZA statements about AZA-accredited facilities, not a guarantee that every zoo uses the same alarms, teams, terminology, or schedule.
Staff may separate animal control from medical care
Animal professionals may first secure or isolate the animal, while another team manages visitors and communications. Medical responders may be held back until staff declare the area safe. The order can look slow from outside, but it prevents rescuers from entering while an animal remains an uncontrolled threat.
Historical examples show why procedures cannot be copied
A Singapore government parliamentary answer described alarms and trained-staff actions after a person fell into a white tiger enclosure moat in a 2008 incident. It demonstrates that a facility may have dedicated alarm and response systems; it does not tell visitors to imitate those actions or establish what another zoo will do today.

Follow evacuation or shelter instructions
Move when directed, even if you think you can still see the enclosure safely. Staff may be clearing a route for responders, closing adjacent exhibits, or protecting visitors from an animal that has moved out of view. If told to shelter, stay in the designated place until released.

Remain available as a witness
If staff ask what you saw, give the same concise facts you reported. Identify yourself if requested and point out where you were standing. Do not embellish, guess at motives, or repeat rumors from the crowd. If you must leave for your own safety, tell an employee how you can be contacted only if they ask; do not delay an evacuation to give a long statement.
Protect privacy and avoid interference
Do not crowd an injured person, enter a restricted area to take photographs, or post directions that could draw spectators toward the enclosure. A phone recording is not a substitute for a report, and trying to obtain a closer view can expose you and others to the same danger.

Should I call zoo staff or the local emergency number?
Alert zoo staff or security first when they are reachable. Call the local emergency number from a safe position if staff cannot be reached or the danger is immediate. You can tell staff that an emergency call has been placed so they can coordinate with responders.
What if I cannot identify the animal?
Report the exhibit name, sign, color, nearby landmark, or enclosure design instead. An accurate location is more important than guessing a species.

What if the person appears uninjured?
Report the entry anyway. A person can be at risk before visible contact occurs, and staff need to control the animal area and surrounding crowd.
What if the person has already climbed out?
Tell staff what happened and where the person went. Do not assume the incident is over; the animal, gate, barrier, or other visitors may still be at risk.
Can I help by retrieving a dropped phone or bag?
No. Leave objects in the enclosure and tell staff where they are. Retrieval can wait until trained personnel determine that the area is secure.
