A steam-to-hot-water conversion is a system-design project, not simply a boiler swap. Whether your radiators and pipes can be reused—and whether they will heat every room adequately—depends on the radiator construction, the piping layout, the building’s heat loss, and the water temperature the new system is designed to use. Expect a professional assessment, changes at radiators and possibly in the piping, and a written quote based on your home. There is no established universal conversion price, schedule, or savings figure that can predict your result.
What changes in a steam-to-hot-water conversion?
A steam system distributes heat by sending steam through its piping to radiators. A hot-water system circulates heated water through a supply-and-return arrangement. Converting one to the other means adapting the heat source, distribution, and radiator connections so they work together as a hydronic system. The existing equipment may offer opportunities for reuse, but a radiator or pipe that served a steam system is not automatically suitable for the proposed hot-water design.

The project therefore starts with the building, not with a generic replacement boiler recommendation. Fluid Industrial Associates / ICM’s 2023 technical article, “How to Convert a Steam System to a Hot Water System,” emphasizes examining radiator style and tracing the system throughout the building. Air Conditioning Contractors of America’s 2013 article, “Steam to Hot Water Conversion,” likewise describes radiator-level changes and comparing radiator output with room heat loss. Together, those points explain why two houses that both have steam radiators can require different scopes of work.

Identify radiator construction and connections
A contractor should inventory the radiators and determine how each is connected. Radiator construction and section layout affect whether water can flow through the unit as intended. The designer also needs to know whether a radiator has one pipe or two pipes connected to it, and whether the arrangement is consistent throughout the building. A quick look at one radiator is not enough to establish the piping configuration of an entire house.

One-pipe steam arrangements deserve particular attention. The 2023 ICM technical article notes that some may need added return piping for hot-water operation. The word “some” matters: the need and extent of added piping depend on the installation. Do not assume that every one-pipe system can be converted with a valve change, or that every such system needs the same pipework.
Check radiator output for the proposed water conditions
Steam ratings do not by themselves tell you whether existing radiators will meet a room’s heating need after conversion. The usable output depends on the proposed hot-water conditions. A designer should measure or otherwise establish the radiation available in each room and compare its output at the intended water temperature with that room’s heat loss. ACCA’s article recommends a room-by-room comparison and cites Manual J as its heat-loss method.
This is the key adequacy check: can the retained radiator provide enough heat to its room at the planned operating conditions? If not, the design needs to address the mismatch rather than relying on the old boiler’s capacity or assuming that a steam rating transfers unchanged. Ask for the assumptions and results room by room, especially where the plan is to retain all existing radiators.

Radiator-level modifications
ACCA’s 2013 article describes possible changes to radiator plugs, steam traps, and valves. The exact modifications depend on the radiator and its existing connections. These are system-conversion tasks for a qualified heating professional, not a homeowner do-it-yourself checklist: the components must suit the intended hot-water arrangement and the system has to be designed and tested as a whole.

A purpose-built conversion valve is one possible component for certain one-pipe radiators. Danfoss documents its RA 15/6T and RA 15/6TB valves as allowing a single connection to serve as supply and return. The manufacturer says the required tailpieces and unions or compression fittings must be ordered separately. That product information does not establish compatibility with every radiator, make the valve a complete conversion by itself, or confirm current availability from any particular seller. Have the contractor identify the radiator and connection before treating a specific valve as an answer.
Piping, boiler, and system scope
Beyond the radiators, the project needs a defined plan for the boiler and distribution piping. Depending on the existing layout and the design, the piping may need changes, including added return piping in some one-pipe arrangements. The scope should also state what existing piping and equipment will be reused, what will be replaced or modified, and what repairs are excluded from the price.
The available DOE Building America material treats piping options, system components, conversion costs, and resident disruption as central retrofit considerations. It does not prescribe one scope for every home. A contractor should explain how the proposed layout works as a hot-water system, rather than merely list a new boiler and a set of radiator parts.
How to evaluate the design and quote
Use the assessment and quote to understand both the engineering choices and the limits of the proposed work. A written scope is more useful than a generic online cost because it connects the price to your radiators, piping, and building. Ask the contractor to address the following points:

- System inventory: Which radiator types and connection layouts were found, and how was one-pipe versus two-pipe piping traced throughout the building?
- Room-by-room capacity: What heat loss was calculated for each room, what radiator output is expected under the proposed water conditions, and how will any shortfall be handled?
- Reuse and modifications: Which radiators, valves, traps, plugs, boiler components, and sections of piping will remain, change, or be replaced?
- Distribution design: Does the scope include new or altered return piping, and where? If a one-pipe conversion valve is proposed, what makes it compatible with the specific radiator?
- Testing and commissioning: What checks will establish that the completed hot-water system operates as designed? Ask for the planned procedure and expected handover information in the written scope.
- Disruption and exclusions: Which rooms or building areas will be affected, what access will be needed, and which concealed-condition repairs or other work are outside the quote?
- Cost basis: Which equipment, labor, piping changes, radiator work, and repairs are included in the price? Request any optional work as a separately identified scope so alternatives can be compared fairly.
These questions do not assume a particular answer or a standard construction sequence. They make the contractor show how the scope follows from the actual system assessment. A proposal that does not explain radiator capacity, piping implications, and included work is difficult to compare with another proposal on price alone.
How much disruption, cost, and time should you expect?
Plan for work at radiators and potentially in the distribution piping, with disruption determined by the actual conversion scope and the building. The U.S. Department of Energy’s Building America meeting report identifies resident disruption and contractor reluctance as issues in multifamily hydronic and steam retrofits. That makes access and occupant coordination worth discussing before work begins, particularly when the building has multiple residents or shared spaces.
The DOE material also discusses likely costs and life-cycle costs and benefits, but it does not establish a universal homeowner price or typical completion time. No current, home-specific cost or schedule can be inferred from the cited technical articles. Get a site-specific written quote and schedule from a contractor who has assessed the radiators and piping. Ask what could change those figures, such as work discovered after access is opened, and how approval for extra work will be handled.

Compare quotes by their included scope, not just their bottom-line amounts. A quote with added piping, radiator modifications, or repairs may not be comparable to one that excludes those items. The same principle applies to schedule estimates: a contractor needs to explain what work the quoted duration includes and what conditions could affect it.

Will a conversion lower heating bills?
There is evidence of savings in a limited set of projects, but it is not a forecast for an individual home. The U.S. Department of Energy Building America meeting report summarizes a Northeast dataset of 15 cases with 36% average projected savings and 38% average first-year actual savings. Those averages describe that dataset only; they do not establish what a particular house will save, and the report figures should not be treated as a promise for a new project.
In a 2013 ACCA trade article, HVAC contractor Dave Yates wrote, “I’d be hesitant to suggest (note I do not promise) more than 30%”. That is his professional judgment, not a controlled study or a measured prediction for your property. It is also not a substitute for the DOE dataset or a home-specific operating-cost analysis.
For a useful estimate, ask the contractor to explain how the projected operating costs relate to your home’s actual fuel use and the proposed system. The retrofit comparison should state its assumptions rather than applying a published percentage to your bill. Savings depend on the building and the specific design; the available figures do not support one guaranteed percentage for all conversions.

A conversion is not automatically better than repairing or optimizing an existing steam system. The DOE Building America final report discusses steam-system alternatives as well as conversion and identifies cost and piping work as important concerns. Decide between paths by comparing how each addresses the building’s needs, rather than assuming that a change in system type is itself a benefit.

| Decision factor | Questions for a conversion proposal | Questions for a steam-system alternative |
|---|---|---|
| Radiator and piping compatibility | Which components can be reused, and what radiator or return-piping changes are required? | What repairs or adjustments does the proposed steam-system work require? |
| Room-by-room heat | Does each radiator meet room heat loss at the planned water conditions? | How will the proposed work address rooms that do not heat adequately? |
| Building disruption | What radiator access, pipe alterations, and resident coordination are involved? | What access and work in occupied areas are involved? |
| Installed scope and cost | What equipment, piping, radiator changes, and repairs are included? | What repairs or system improvements are included, and what is excluded? |
| Controls and zoning | How does the proposed design address the building’s control and zoning goals? | Can the proposed steam-system work address those same goals? |
| Operating-cost estimate | What home-specific fuel-use assumptions support the estimate? | What home-specific assumptions support the alternative’s estimate? |
The table is a way to request comparable information, not a verdict that one route wins. The available sources do not provide enough evidence to declare conversion universally superior. Compare the written scopes and documented operating-cost assumptions for your property.
What to expect from the assessment
A sound assessment should move from physical inventory to heat calculations to an explicit scope. First, the contractor identifies radiator construction and traces the piping arrangement through the building. Next, the design compares room heat loss with available radiator output under the intended water conditions. The proposal then identifies radiator modifications, piping work, boiler and distribution choices, testing, exclusions, disruption, price, and schedule.
If those steps are missing, ask for them before committing. A boiler recommendation without room-by-room radiator analysis leaves a central question unanswered: whether the retained radiation can heat the building at the proposed water conditions. A valve recommendation without radiator compatibility and a piping plan leaves the larger conversion unresolved. A savings estimate without stated assumptions cannot establish what you should expect to pay to heat your home.
