In Minecraft, a villager becomes a witch when it is struck by lightning. Official Java Edition release notes confirm this transformation, and they also describe a separate detail about witches that came from traded villagers. The sources behind this answer are Java-focused and date from 2020 and 2021, so the mechanics below should be checked against your current game version before you rely on them for building or protection.
The trigger: a lightning strike
Lightning is the event that converts a villager. When a bolt hits a villager, the villager is replaced by a witch. The clearest official statement comes from the Minecraft Java Edition Snapshot 20W22A release notes, published May 29, 2020, which describe the outcome in the context of traded villagers (see the next section).
The release notes do not describe a second trigger for this conversion, so lightning is the only transformation mechanic the sources establish. They also do not give a probability or frequency for it, so there is no basis for saying the event is common or rare in ordinary play.
The traded-villager note is about persistence, not cause
The same snapshot note includes a specific sentence: “When a villager that was traded with is struck by lightning, the witch it converts to will no longer despawn.” Read it carefully. It describes what happens to the witch after the conversion: that witch will not despawn. It does not say that trading causes the transformation, and it does not say that an untraded villager behaves differently when struck.

Because the note comes from a snapshot, it documents a behavior change in that development build. It is not a permanent, cross-version rule, and it should not be cited as a general description of every version.
Lightning rods and the Surge Protector advancement
Lightning rods are the in-game tool for directing lightning. Two official sources describe them, with different levels of currency:

- Java 1.17 pre-release notes add the “Surge Protector!” advancement. It is earned when lightning strikes a lightning rod near a villager without setting the area on fire. This confirms that a rod can intercept a strike meant for a nearby villager, but the note does not list every condition under which that protection holds.
- Feature feedback for lightning rods says they are crafted from copper ingots and that lightning strikes within a 64-block radius will hit the rod. This is a historical description of the feature. It is not a verified current specification for every edition, so treat the radius as a starting point to test, not a guaranteed distance.
If you are trying to keep villagers safe during a storm, the rod is the relevant block. Whether a particular rod placement will protect a particular villager depends on the rod’s height, its distance from the villager, and the version you are playing, and the sources gathered here do not settle those details for the current game.

- Open the Minecraft Launcher and look at the version selected for play.
- On the Java Edition title screen, read the version number in the lower-left corner.
- Compare that number with the official release notes for your version before applying any rule from this article.
The Java sources above should not be assumed to apply unchanged to Bedrock Edition. Edition differences are not covered by the evidence gathered here, so verify any Bedrock-specific behavior in that edition’s own documentation.
