Which villager buys sticks?
Fletchers buy sticks from players in exchange for emeralds. The trade table at TheMinecraftWiki.com lists the novice offer as 32 sticks for 1 emerald. Treat that as a listed default, not a guaranteed price in every edition, version, or server.
How to get a fletcher

Place a fletching table where an unemployed villager can reach and claim it. This is the job-site block associated with the fletcher profession.

Open the villager’s trade screen after it becomes a fletcher and look for the stick-for-emerald offer. Placing the block does not guarantee a profession change if the villager cannot claim it or has already locked in another profession.

Why the price or trade availability may differ

Price: Mojang’s Java Edition Village & Pillage notes explain that trading prices depend on reputation and demand. The listed 32-stick rate should not be assumed to apply universally.

Stock: The trade table lists 16 uses before the stick offer disables. Mojang’s notes say villagers can restock up to twice per day when able to work at their workstation; a used-up trade may therefore return after the villager can work there.

Your setup: Edition, version, server settings, the offer’s current stock, and the villager’s access to its workstation can affect what you see. The trade screen in your game is the final check.
