The Zora first appeared in the original The Legend of Zelda, released in 1986 for the Famicom/NES. Zelda II: The Adventure of Link came later, so it is not the species’ first Zelda appearance.
The original 1986 game
The aquatic enemies now known as Zora debuted in the first Legend of Zelda game, which launched in 1986. Nintendo’s official series history page, The Legend of Zelda – About, lists the original game as the starting point of the series, and the Zelda Wiki’s entry on the enemy, Zora (Enemy), places the creature’s first appearance in that same 1986 release.

Why the original manual says “Zola”
If you check the English NES manual, you will not find the word “Zora.” The manual spells the creature’s name “Zola” and describes it as “Half-fish, half-woman who lives in the water.” That wording comes from the manual’s 1980s English localization. The later spelling “Zora” is the one used in subsequent Zelda games, which is why the name appears to change between the first game and later titles. The manual is available as a primary source at The Legend of Zelda – NES manual.
Why Zelda II does not count
Zelda II: The Adventure of Link is a direct sequel to the original game, as Nintendo’s UK listing for it confirms at Zelda II: The Adventure of Link. Because it followed the first game, it cannot be the origin point for the species.

What the question does and does not cover
- Covered: the first appearance of the Zora as an enemy species in the Zelda series, which is the 1986 original game.
- Not covered: the later, friendlier Zora characterization in subsequent games, or any individual named Zora character. Those portrayals came after the original enemy design and should be treated as a separate chronology.
