If you want a move Roselia learns by leveling up, check the learnsets for both Roselia and Roserade in your specific game before using the stone. Pokémon GO uses a different requirement: 100 Roselia Candy and one Sinnoh Stone.
How Roselia evolves in the main-series games
Use a Shiny Stone on Roselia to evolve it into Roserade. There is no level threshold, so you can evolve it as soon as you have the stone—or wait if you are weighing move access. Bulbapedia’s Roselia entry lists the evolution method.
Budew’s evolution into Roselia is a separate step: Budew evolves when it levels up with high friendship during the day. That condition does not apply to Roselia evolving into Roserade.
When it can be worth waiting
The main reason to delay is a level-up move you want Roselia to learn. Move lists differ by game, and Roserade may have a different level-up learnset. Before using the stone, compare both species’ learnsets for the exact title you are playing and check whether the move can instead be obtained by TM, tutor, or relearning.

Do not use a move level from one game as a universal rule. For example, Bulbapedia’s displayed Generation IX tables list Giga Drain at level 30 and Leaf Storm at level 55 for both Roselia and Roserade, but Roselia is unavailable in Generation IX. Those entries therefore are not guidance for a Scarlet or Violet playthrough. Roselia’s entry and Roserade’s entry show the species’ learnsets; use the tables for your game version.
Pokémon GO uses a different evolution requirement
In Pokémon GO, the cited Roselia reference lists an evolution cost of 100 Roselia Candy and one Sinnoh Stone. The main-series Shiny Stone method does not apply to this requirement. Bulbapedia’s Roselia entry includes its Pokémon GO evolution data.

How to decide for your game
- Identify the exact Pokémon game you are playing.
- Check Roselia’s level-up moves in that game and note any move you want to keep or learn.
- Check Roserade’s learnset and the game’s TM, tutor, and move-relearning options for that move.
- Use the Shiny Stone once you are satisfied with the move trade-off and have obtained the stone.
Because learnsets and move-relearning systems vary by game, there is no single best level to evolve Roselia. The game title is needed to give a precise move-based recommendation.
