Dragon Ascent is a Rayquaza move in the games covered here, and the way to get it depends on the title you are playing. The table below gives the method for each game, and the sections that follow give the steps.

In every listed game the tutor or method applies only to Rayquaza. A method that works in one title should not be assumed to work in another, because learnsets and tutor lists are set per game.
Game-by-game directions
Omega Ruby and Alpha Sapphire
Travel to Meteor Falls and speak with Zinnia’s grandmother, who serves as the Dragon Ascent tutor. Bulbapedia, a community-maintained reference, also documents a story route: immediately after you catch Rayquaza at Sky Pillar, Zinnia teaches it Dragon Ascent, replacing Fly. Use the tutor if you want the move on a Rayquaza you have already caught, and expect the story route to happen once, during that sequence.
Sun, Moon, Ultra Sun, and Ultra Moon
Go to the Pokémon Center in Seafolk Village and speak with the man inside. He is the tutor for Dragon Ascent, and Rayquaza is the only Pokémon he is listed as teaching it to. Seafolk Village is the location for these titles; the Omega Ruby and Alpha Sapphire locations do not apply here.

Scarlet and Violet
Pokémon Database lists Rayquaza as learning Dragon Ascent at level 1 in the Scarlet and Violet learnset. That entry does not identify an NPC tutor or a TM in these games. If the move is missing from a Rayquaza’s moveset, check the move-relearning options your game offers. This is an inference from the level-one entry, not a documented tutor method, so confirm it against the current game before relying on it.
Pokémon GO
Use a Meteorite on Rayquaza to teach it Dragon Ascent. The Pokémon Company’s June 21, 2023 announcement also explains that Rayquaza must know the charged attack before it can Mega Evolve in this game. The announcement described Meteorites handed out through research tied to the 2023 GO Fest events, including a special research reward for logging in on August 27, 2023. Those are historical event dates. They do not establish whether Meteorites are obtainable now, so check the in-game Meteorite item and your current event schedule before planning around it.

What Dragon Ascent does
Pokémon Database lists Dragon Ascent as a Flying-type physical move with 120 power, 100 accuracy, and 5 PP. After the attack, it lowers the user’s Defense and Special Defense by one stage each. These are the database’s move values for the games it covers. Move data can differ between titles, so treat them as the reference values rather than a guarantee for every version.

- Confirm the game. Each title has its own method, so a tutor from one game will not appear in another.
- Check the Pokémon. Every listed method applies only to Rayquaza. Other Pokémon are not recorded as learning Dragon Ascent from any of these tutors.
- Check the location. In Omega Ruby and Alpha Sapphire, the tutor is at Meteor Falls. In Sun, Moon, Ultra Sun, and Ultra Moon, the tutor is in the Seafolk Village Pokémon Center.
- Check the story state in Omega Ruby and Alpha Sapphire. The Zinnia route is tied to the Sky Pillar Rayquaza capture, so it is not an open-ended option.
