Start the Argus campaign with The Hand of Fate. The quest sends you to the Exodar, where Velen gathers the expedition; from there, board the Vindicaar to begin the journey to Argus. Blizzard’s Patch 7.3 campaign preview names this as the start of the campaign.
How to start the Argus campaign

Look for The Hand of Fate in the Violet Citadel in Dalaran. Follow the quest’s directions to the Exodar if it sends you there.

Meet Velen and the allies gathered at the Exodar, then board the Vindicaar. Blizzard describes the ship as the expedition’s base of operations.

Continue the story on Argus. The campaign itinerary begins in Krokuun and proceeds through the other story regions, including Mac’Aree and Antoran Wastes.

To travel around Argus, use the Vindicaar Navigation Console and the Lightforged Beacons you have discovered. Blizzard says the console connects to surface beacons and lets you return to the Vindicaar.

If The Hand of Fate is missing
If you have not progressed through Legion content
A reply on the World of Warcraft forums dated June 28, 2021, advises characters new to Legion content to complete Uniting the Isles from Khadgar in Dalaran’s Violet Citadel, Armies of Legionfall from Khadgar at Krasus’ Landing, and the Assault on Broken Shore scenario. The reply says The Hand of Fate should then become available. This is historical community guidance, not a current Blizzard guarantee; what your character needs can depend on its existing progression. See the forum discussion.
If you already started the chain
If you began the Argus questline but do not have the Dalaran teleport, you may have stopped before completing the unlock. In the same 2021 discussion, one player reported continuing through Rendezvous and finding a dialogue option at the Orgrimmar harbor for their Horde character. Treat that as a character-specific report, not a universal workaround; check your quest log and continue any unfinished Argus quests.
