Need for Speed: Carbon is set in Palmont City, a fictional city. It is not a real place you can visit, and the game does not place it in any specific real-world city or state. Its setting combines a city that you race through by day and night with canyon roads outside it, where many of the races are settled.
Palmont City is the game’s fictional setting
Palmont City is the location EA’s producers gave for Need for Speed: Carbon. Executive producer Larry LaPierre named it directly in a July 2006 interview, which NFS-Planet archived and attributed to the official Need for Speed website:

“NFS carbon takes place in Palmont City. It is heavily influenced by a west coast/Sante Fe vibe mixed with a bit of over the top Vegas glitz, all nestled in the California hills.”
The quote is useful for understanding how the city was built, but it describes inspiration rather than geography. The spelling “Sante Fe” appears as it does in the archived interview. Palmont is not positioned in California or New Mexico, and it should not be read as a stand-in for Las Vegas. Those places describe the mood of the city, not a map location.

How the city and the canyons fit together
EA’s launch announcement from June 22, 2006 describes the game as starting in the city and moving into the canyons. That split matters for understanding where you spend your time, because the two parts of the setting play differently:

The canyons are part of the game’s setting, but they are not city districts. If you are following a guide or wiki, keep the two categories separate so you do not confuse a canyon race with a route through the city.

The city districts
The community-maintained Need for Speed Wiki entry for Palmont City lists Downtown, Fortuna, Kempton, and Silverton as the city’s main regions. It also lists San Juan and the canyons among its locations. Because the wiki is maintained by fans, treat its district breakdown as helpful context rather than an official map. The game’s own announcements do not provide a full district-by-district map.
Using an in-game map or guide
The Prima Games strategy guide for Need for Speed: Carbon includes guidance on the Palmont City world map and GPS navigation. That is the most practical reference for finding your way around the city. Whether a current copy of the guide is still available to buy or download is not something the sources here establish, so check a current listing before relying on it.

Is Palmont a real place?
No. Palmont is a fictional city. The producers describe a blend of regional and visual influences, and they do not tie the city to a real address or landmark. If you want a real-world comparison for the look and feel, the producer’s description of a Southwestern and Vegas-inspired city in the California hills is the closest official reference.
