Fallout Wiki’s quest walkthrough describes this encounter.
Where to look for Maxson during the quest
After boarding the Prydwen, check the command deck if the Brotherhood is hostile. In the walkthrough’s described encounter, Maxson waits there with other opponents as you emerge onto the deck. This applies only if he has not already been killed.

Maxson’s usual locations outside this specific encounter are the Prydwen’s command deck and his living quarters, according to the Arthur Maxson character entry. The Prydwen is the Brotherhood airship where the quest takes place; see the Prydwen location entry.
How the encounter fits into “Rockets’ Red Glare”
“Rockets’ Red Glare” is a Railroad quest to sabotage the Prydwen. Its objectives include planting explosives on the ship’s three gas bags, then returning to the vertibird and escaping. The command-deck encounter with Maxson is a separate part of that route, not one of the gas-bag planting locations.

The quest walkthrough is a community-maintained Fallout Wiki source, rather than official Bethesda guidance, and describes Maxson’s presence as dependent on the Brotherhood being hostile and Maxson still being alive.
