The Musketeer Hat is on Floating Turtle in the Third Sea. You get it by completing the Citizen quest, then breaking a hidden wall beside the Mansion entrance. The hat sits in the room behind that wall, so finishing the quest alone does not hand it to you.
Before you start: what you need
- You must be in the Third Sea. Floating Turtle is only reachable there.
- Community guides report that the Citizen quest opens at level 1800. Confirm your level in-game before travelling, because the quest-giver will not start the quest below that threshold.
- Bring the means to defeat the quest targets. The reported objectives are 50 Forest Pirates followed by Captain Elephant.
Step-by-step: getting the hat
- Travel to Floating Turtle and walk to the Mansion. The Citizen quest is given near the Mansion.
- Complete the Citizen quest by defeating 50 Forest Pirates, then Captain Elephant. The quest reward dialogue finishing does not put the hat in your inventory.
- Walk along the path in front of the Mansion entrance until you reach the three oversized mushrooms. A dark gray rock sits nearby.
- Find the wall close to that rock and mushroom cluster. It is breakable, so attack it until it gives way.
- Enter the hidden room behind the wall and collect the Musketeer Hat from the area inside.
Getting into the hidden room
Breaking the wall is the standard route. One Citizen guide also says the Flash Step ability can be used to enter the area. That is a single-source claim, so treat it as a fallback to test rather than a guaranteed method.
Troubleshooting when the hat does not appear
- Quest reward shown but no hat: the quest dialogue and the pickup are separate. Go to the hidden area behind the Mansion wall; the hat is not granted automatically.
- Cannot find the wall: stand at the Mansion entrance and face the path leading toward the mushrooms. The wall is beside the dark gray rock, not inside the Mansion.
- Quest not offered: check your level. The reported requirement is 1800.
Item effects: what is and is not confirmed
The Musketeer Hat is an in-game Legendary accessory, not a physical product. Its stat values are the one area where sources disagree, so do not rely on a single number.

Neither the Fandom page nor the September 2026 community page is an official game source, and the official Roblox listing does not publish the hat’s stats. Check the in-game item description after you obtain the hat to see the values your version actually applies.

Where the hat fits in progression
Community guides link the Citizen quest and Musketeer Hat to the Hungry Man quest path used for Instinct V2. One guide lists the hat and a completed Citizen quest as prerequisites for that path. Pages disagree on the exact level threshold for that step, so confirm it in-game before planning around it.

The Floating Turtle location is consistent across several community reference pages. The official Roblox listing for Blox Fruits, published by Gamer Robot Inc. and updated September 27, 2026, identifies the experience but does not describe the hat or the Citizen quest. The step-by-step location therefore rests on community documentation rather than official game material, and quest details may shift with game updates.
