It is the strongest named lead across the available guides, but Yamashiro bandits are not guaranteed to appear at every reported location. If the camp is empty, search nearby camps and roads, then check the Forsaken Pagoda and the unmarked camp south of the Hills of Meeting.
Start at Kikori Camp in the Hills of Meeting
Kikori Camp, on the northern side of the Hills of Meeting, is the most useful first stop. Selphie1999Gaming identifies it as a particularly productive location, and Map Master lists it as a heavily guarded bandit camp. One guide reports around half a dozen bandits there, but that is an observation, not a guaranteed enemy count; the camp’s bandits may also be stronger than those elsewhere. Other Yamashiro locations to search
If Kikori Camp is empty or cleared, treat these as search leads rather than fixed spawns:
- Hills of Meeting camps and roads: Sweep the other camps and nearby roads, especially north and northeast of the Hills.
- Forsaken Pagoda viewpoint: Alo Japan lists this as another place to check.
- Unmarked camp south of the Hills of Meeting: This is also named by Alo Japan.
- Jizo statue and Pagoda of the Hills: Selphie1999Gaming points to camps around these landmarks.
- Southern riverside area: Another reported search area in Selphie1999Gaming’s walkthrough.
- Southwest of Kiyomizudera Pagoda: Selphie1999Gaming describes a bandit encounter in this area.

Use this route when working toward the quest target
- Go to Kikori Camp and defeat any Yamashiro bandits you find.
- If the camp is empty or cleared, sweep camps and roads around the Hills of Meeting.
- Check the Forsaken Pagoda viewpoint and the unmarked camp south of the Hills, then use the other reported landmarks as additional leads.
- If the locations remain empty, return after a seasonal refresh and search again.
The guides describe seasonal changes as a possible reason that some spots lack bandits and say a seasonal refresh can repopulate locations. They do not establish a precise refresh timer, identical respawn behavior for every spot, or a route that reliably yields a fixed number of kills. Alo Japan; Selphie1999Gaming.

Chaos or Order is a People of Yamashiro quest. The walkthroughs report that Hatakeyama Yoshimasa gives it in Kyoto, on a main road west of the Imperial Palace.
