The quests require different repair materials, so check the list below before setting out.

After Rain Comes: flooded panels near Grandioso Apartments
Head to the southwest of Buried City and approach the area near Grandioso Apartments. Look by the pond for the flooded solar-panel installation and its yellow electrical box. The quest listing places the panels southwest of the apartments, while PC Gamer describes the box as east of the apartments, beside the pond. Use the pond and panels to identify the site rather than relying on a single direction alone. ARC Raiders Wiki: After Rain Comes; PC Gamer
Bring 5 Wires and 2 Batteries to repair the panels. The wiki’s quest listing gives these requirements. ARC Raiders Wiki: After Rain Comes

Don’t confuse repair objectives with Solar Panel containers
Some databases use “Solar Panel” as the name of an electrical loot container. MetaForge lists that container category across Riven Tides, Buried City, and Blue Gate, but those listings do not establish the locations of either repair objective. Container counts and loot-spawn locations are not directions to the quest panels. MetaForge: Solar Panel container
