Where to find the Woodcutter’s Axe and pickaxe
Search chests and the surrounding environment in The Shallows for both tools. Gamer Guides warns that the axe’s world spawn can vary, so treat these as search areas rather than guaranteed pickup points. Its guides also report that Fillmore sells both tools at the Mess Hall, just north of The Shallows: Woodcutter’s Axe location and vendor details and pickaxe location and vendor details.

The developer’s overview describes the axe as a tool for chopping trees and the pickaxe as a tool for harvesting ore. Clear nearby hazards before gathering; the development team specifically advises checking that the area is safe first. PlayStation Blog’s No Rest for the Wicked overview.
Where to find the shovel and fishing rod

Fishing rod
Head to the beach southwest of Mariner’s Keep and look near a drowned corpse.
Shovel
Find the Storage Room Key near the pickaxe route as you descend through Mariner’s Keep. Use it to open the storage room near the gate, where the guide says the shovel is kept.

How certain are these locations?
The Shallows pickups and Fillmore’s vendor stock are reported by Gamer Guides; the fishing rod and shovel route comes from a walkthrough published in April 2024. The named world locations should not be treated as guaranteed in every current build: the axe’s spawn is explicitly described as variable, and the cited walkthrough directions are not confirmed against current-version patch information. If a pickup is not where expected, search nearby containers and terrain, or use Fillmore’s reported vendor option for the axe or pickaxe.
Control inputs can differ by platform, so use the game’s displayed controls rather than assuming the keyboard or controller examples in an older walkthrough apply to your setup.
