In Tuliyollal, find the Hoobigo messenger at X:13.0, Y:11.6 and take the quest An Otherworldly Encounter. To begin it, you need a level 100 Disciple of War or Magic and completion of the Dawntrail main scenario.
After completing the unlock quest, register for Jeuno: The First Walk at level 100 or higher and with an average item level of at least 695. The duty has a 120-minute time limit. These are duty-entry requirements, separate from the requirements to accept the quest. Official quest details.
Where do I start Dreams of Paradise?
For San d’Oria: The Second Walk, speak to the Landsguard messenger in Tuliyollal at X:16.2, Y:3.9 and accept Dreams of Paradise. You must be level 100 and have completed the Chronicles of a New Era quest Jeuno, which follows the first raid’s quest progression.

The Lodestone Eorzea Database, displaying Patch 7.56 for the quest entries consulted, places the Chronicles of a New Era quest Jeuno in Tuliyollal at X:15.8, Y:11.5. It lists an earlier Echoes of Vana’diel quest in Lower Jeuno as a prerequisite. The database lists That World Was Called Vana’diel in Lower Jeuno at X:6.1, Y:7.1, with an Echoes of Vana’diel quest preceding it as well.
