The United States is the strongest publicly documented indication, but it cannot be confirmed as the country with the most Call of Duty players. Activision Blizzard Media research identified 26 million U.S.-resident franchise players in a study from Q3 2021. The public account of that research gives no comparable figures for other countries, so it does not establish a current first-place ranking.
What the country-level figure actually says
Microsoft Advertising reported on November 21, 2023, that Activision Blizzard Media’s Q3 2021 research counted 118 million Call of Duty franchise players over the preceding year, including 26 million who resided in the United States. Microsoft Advertising’s account is the clearest public country-specific figure in the available sources.
The figure is historical, and the 118 million refers to franchise players over the preceding year—not a current monthly active-player count, a concurrent-player count, or the audience for one particular Call of Duty game. The source does not provide matching totals for other countries. A U.S. count alone therefore cannot show whether another country had more players.
Why other large Call of Duty figures do not answer the ranking question
Several widely cited milestones describe different populations or measurements. They provide context for the franchise, but cannot be used as a country leaderboard.

| Figure | What it measures | Why it does not identify the top country |
|---|---|---|
| Close to 400 million players across 190 countries | Activision Blizzard’s overall community in its December 20, 2022 year-in-review | This covers the company’s broader portfolio, not Call of Duty alone, and does not break players down by country. Source. |
| More than 100 million players | Call of Duty: Warzone’s global milestone announced in April 2021 | It is a historical global total without country-level counts. Source. |
| More than 40% of viewers tuned in from Europe | The viewing audience for the Call of Duty World League Championship cited in a 2016 Activision announcement | This describes one event’s audience, not the countries where players reside. Source. |
Likewise, records of esports prize money or competitors’ nationalities measure professional competition, not the number of people playing across the full player base. Prize-money tables should not be read as player-population rankings.

A reliable ranking needs comparable country counts for the same period and the same definition of “player.” A useful dataset would specify whether it covers the whole franchise or a single game, whether players are counted annually or monthly, and which platforms and devices are included. The public figures above do not supply that country-by-country comparison.
