Do existing EU4 owners get the packs?
Yes. Paradox said eligible owners would receive any of the four packs they were missing automatically. The October confirmation describes them as part of the new base game rather than a continuing claim process.
Can you disable the four packs?
No. Paradox’s corrected FAQ says the DLC was baked into the base game and could not be disabled, citing checksum and crossplay concerns. That FAQ superseded an earlier statement that suggested disabling would be possible.

What about older saves?
Paradox warned on October 10, 2024 that older saves could break after the change. Its notice said Steam players could revert to version 1.37.4 to continue using an older save. The publisher’s October notices cover the rollout and save warning.
Which platforms were included?
Paradox’s September announcement stated that it planned to integrate the packs across Steam, Epic, GOG, and Microsoft Store. The October 17 implementation confirmation cited here is hosted on Steam and confirms the new base game there; the platform list above reflects the publisher’s announced scope, not independent verification of each store’s current delivery status.

Does this make all EU4 DLC free?
No. The change covered these four packs only. Other expansions and add-ons remain separate products in the game’s catalog; their availability and prices can vary by store and region. Steam’s EU4 DLC catalog lists additional downloadable content, but listings and prices are dynamic.
