Which Generators Would Power a Solarpunk City? The Local-Mix Answer

Solar would be a leading, often central generator in many solarpunk communities, but it would not automatically supply the most electricity everywhere. The winner depends on what “most power” means—installed capacity, annual electricity generated, or the largest contributor at one location—and on local sunlight, wind, water, geothermal heat, biomass, marine resources, storage and transmission.

A credible solarpunk energy system is therefore a locally balanced mix coordinated through community-scale microgrids. Solar may anchor the system, while hydropower, wind or geothermal power supplies a larger share where those resources are stronger. Batteries can shift electricity and help during outages, but they store generated energy rather than creating it.

“Most power” can describe three different things

Before ranking technologies, define the measurement. A generator can have a large nameplate capacity yet produce less annual electricity than a smaller facility with a steadier resource. A technology can also be common in deployed projects without dominating total generation.

Measure What it tells you Why it changes the answer
Installed capacity How much generating equipment has been deployed, usually in megawatts (MW). It does not show how often that equipment produces electricity.
Annual generation Electricity actually produced over a year, usually in megawatt-hours or as a percentage of total generation. Hydro, wind, solar and other sources have different operating patterns.
Local system contribution Which source supplies the largest share in a particular town, island or microgrid. Local geography can make hydropower or wind the dominant source even when solar is more common globally.

The evidence available for real-world systems uses all three ideas, but in different places and years. U.S. microgrid figures describe deployed renewable capacity, while Ember’s figures describe global annual electricity generation. They should not be treated as one universal league table, still less as a forecast of an imagined solarpunk society.

What current evidence says about the leading sources

Global electricity generation: hydropower remains the largest individual low-carbon source

Ember’s 2024 global electricity figures, published in 2025, assign 14.3% of worldwide electricity generation to hydropower, 8.1% to wind, 6.9% to solar and 9.0% to nuclear. On that annual-generation measure, hydro was the largest individual low-carbon source. Wind and solar together exceeded hydro for the first time in that dataset, showing why a combined category can tell a different story from a single-technology ranking.

Ember’s rolling 2025 world-data page presents a newer snapshot—hydro at about 14%, solar at 8.7% and wind at 8.5%. Because that page is updated as current data are assembled, treat those numbers as a dated context point rather than a permanent global ranking. Neither set of figures describes a solarpunk society.

U.S. microgrid deployment: solar leads the installed renewable capacity

A National Association of Regulatory Utility Commissioners report using U.S. Department of Energy microgrid database data through December 2022 records 298 MW of solar, 71 MW of hydro and 27 MW of wind in the cited renewable microgrid deployment snapshot. Solar therefore leads this particular U.S. capacity measure by a wide margin.

That result reflects where projects were built and how they were sized, not how many megawatt-hours each source generated. It also does not establish that solar would lead in every country, climate or solarpunk settlement.

Why solar is such a strong solarpunk default

It can be distributed from roofs to community arrays

Photovoltaic panels can be installed on homes, schools, transit shelters, warehouses and shared solar fields. That range suits a solarpunk design in which generation is visible, modular and close to demand. A neighborhood can add panels incrementally instead of waiting for one very large plant.

Sunlight is widespread, but output follows daylight and weather

Solar resource exists in most populated regions, and the U.S. Department of Energy’s national resource assessment characterizes solar, wind and geothermal as the country’s most abundant renewable resource categories. Abundant does not mean constant: panels produce nothing at night and less during clouds, storms or seasonal low-sun periods. A practical design pairs solar with storage, flexible electricity use and another source whose output follows a different pattern.

Solar does not remove the need for planning

Panels require suitable roofs or land, safe electrical interconnection, inverters, maintenance access and a plan for replacing equipment. Dense settlements may have less unshaded roof area than their population needs, while rural arrays can compete with other land uses. Transmission can matter as much as the panels when the best solar resource is far from homes.

When another generator supplies more than solar

Hydropower: the local leader where water and infrastructure allow it

Hydropower can provide a large and controllable contribution when a community has a suitable river, reservoir or existing hydroelectric works. Water flow can often be scheduled more readily than sunlight or wind, giving an isolated microgrid a firm supply and reducing the amount of storage it needs.

That advantage is highly location-dependent. Dry regions, watersheds with competing ecological needs and places without elevation or existing infrastructure may have little practical hydro potential. The fact that hydro supplied 14.3% of global electricity in 2024 does not make it the best choice for every solarpunk city.

Wind: a complement or dominant source in windy regions

Wind can lead where sustained winds are strong and solar sites are constrained. Turbines can produce after sunset and during weather patterns that reduce solar output, making them a useful complement in a mixed system. Siting requires appropriate land or offshore conditions, access roads, electrical infrastructure, maintenance capability and community agreement.

The NARUC discussion notes that wind-equipped microgrids were relatively rare compared with solar in the cited U.S. deployment context, partly because of sizing and infrastructure concerns. That does not mean wind is weak; it means a turbine is not automatically easy to fit into a small urban microgrid. Rooftop wind should not be treated as a universally simple substitute for a properly sited turbine.

Geothermal: steady output where heat is accessible

Geothermal resources can provide dependable generation because underground heat is not tied to daylight or short-term weather. The U.S. assessment places geothermal among the nation’s abundant renewable resource categories, but the useful resource is geological rather than evenly distributed. Exploration, drilling, permitting and specialized maintenance can make it practical only in certain regions.

Biomass: dispatchable, but dependent on a sustainable fuel supply

Biomass can be scheduled when needed if a community has a reliable stream of residues or other appropriate feedstocks. Its role depends on local forests, farms, waste systems, transport distances and air-quality rules. The resource assessment identifies biomass as an important category where it is found, but the cited material does not establish a comparable current generation percentage that would support a global ranking.

Ocean energy: a coastal option rather than a universal answer

Tidal, wave and other marine technologies may fit coastlines with suitable currents or wave regimes. They remain regional options in this evidence base, with project-specific engineering and maintenance requirements. A coastal solarpunk settlement could combine marine generation with solar, while an inland settlement cannot assume the same resource.

Microgrids turn a collection of generators into a resilient system

A microgrid coordinates local generation, electricity demand, controls and sometimes storage. It can operate with the wider grid or disconnect and run in island mode during an outage. This matters to solarpunk not because a microgrid guarantees a particular technology, but because it lets a community use several resources together instead of asking one generator to do every job.

Batteries shift electricity; they are not generators

A battery charges when a generator has surplus electricity and discharges later. It can move midday solar into the evening, smooth wind fluctuations and provide fast backup during a grid interruption. It does not add new energy to the system, so the generating mix still determines how much electricity is available over days, seasons and long periods of poor weather.

Real example: Redwood Coast Airport Microgrid

The California Energy Commission describes the Redwood Coast Airport project as a 100-percent-renewable community microgrid. Its front-of-meter system combines a 2.2 MW direct-current solar PV array with a 2.3 MW alternating-current, 8.87 MWh lithium-ion battery. A separate behind-the-meter array adds 300 kW of alternating-current solar, and four behind-the-meter bidirectional electric-vehicle chargers are rated at 20 kW direct current each.

The project served 19 retail customers. Over 38 months it supplied customers through 63 islanding events and recorded 71.8 hours of grid outage. Those results demonstrate how solar, storage, controls and local loads can provide resilience; they do not prove that the same equipment ratio fits every community.

How to choose the largest contributor for a solarpunk community

  1. Map the local resource. Measure solar exposure, wind speeds, stream flow, geothermal conditions, sustainable biomass availability or marine energy. Use seasonal data, not a single favorable day.
  2. Define the service objective. Decide whether the priority is lowest annual emissions, reliable island operation, affordability, local ownership, emergency power or reduced transmission. Different objectives produce different mixes.
  3. Profile demand. Record when homes, transit, workshops, cooling systems, water treatment and communications use electricity. A source that matches the demand curve can reduce storage and curtailment.
  4. Separate firm and variable supply. Identify which generators can be dispatched and which depend on weather or daylight. Then specify how flexible loads, storage or transmission cover the gaps.
  5. Check siting and ecological limits. Evaluate roofs, land, waterways, wildlife, noise, visual effects, fisheries, watershed needs and access for maintenance. A technically productive site may be unacceptable to residents or ecosystems.
  6. Design the control system. Set rules for normal grid-connected operation, islanding, black start, battery reserves, critical loads and reconnection. A generator mix without controls is not a resilient microgrid.
  7. Plan ownership and upkeep. Assign responsibility for inspections, inverter and battery replacement, turbine or hydro maintenance, fuel logistics and emergency training. Community ownership works only when the community can operate the equipment.

What different solarpunk settings might prioritize

Setting Likely leading source Complementary strategy
Sunny, dense inland district Distributed and community solar Batteries, flexible daytime loads and a firm regional connection
Windy coastal plain with limited solar land Wind may supply the largest annual share Solar on roofs, storage and transmission to balance weather
River community with existing hydro works Hydropower may dominate local generation Solar and wind additions, with water-management safeguards
Geothermal region Geothermal can provide steady baseline output Solar for daytime peaks and batteries for short interruptions
Remote island Whatever local resource is dependable; hydro, wind or solar can lead Storage, demand control and limited backup fuel for prolonged shortages

Sitka illustrates why geography beats slogans. Its isolated island microgrid is primarily powered by hydropower and still depends on imported diesel backup. Residents have emphasized making better use of existing hydropower while considering solar, wind and additional hydro. In a place with that resource profile, declaring solar the universal winner would ignore the system that already supplies most local electricity.

Common mistakes when ranking solarpunk generators

  • Confusing capacity with generation: the 298 MW solar figure in the U.S. microgrid snapshot is deployed capacity, while Ember’s percentages are global annual generation.
  • Treating storage as a generator: a battery can deliver power later, but it must first be charged by a generator.
  • Turning a vision into a forecast: solarpunk is an imagined social and technological setting, not a measured electricity market. Real projects show feasible patterns, not a single canonical design.
  • Ignoring local resource quality: a windy, water-rich or geothermal site can rationally favor another source over solar.
  • Assuming one technology can cover every hour: reliable systems usually combine complementary output profiles, storage, flexible demand and, where necessary, a wider grid connection.
  • Scaling a demonstration incorrectly: a small photovoltaic educational kit can illustrate how light becomes electricity, but it cannot be treated as evidence that a neighborhood-scale system needs the same equipment.

The practical answer

If “most power” means the source most likely to appear as a central technology across many solarpunk communities, solar is the strongest default because it is modular, widely available and already prominent in U.S. microgrid deployments. If it means the largest annual generator in a particular place, hydropower, wind or geothermal can win. The defensible design principle is not a universal ranking but a local mix: match resources to demand, coordinate them through a microgrid, and use storage and flexible loads to cover variability.
