There is no single Pokémon that can learn every HM across the main series. The answer depends on the game, because the HM roster and each Pokémon’s compatibility both changed between generations. A species that covers every HM in one title may cover only part of the list in another, and some later games no longer use HMs at all.
Three different questions hiding in one
“Which Pokémon can learn all HM moves?” can mean three different things, and each needs a different check:
- A single Pokémon that can learn every HM in one specific game. This is the usual goal for a traversal party member, and it can only be answered for one title at a time.
- The Pokémon that can learn the largest number of HMs. A species may cover seven of eight, which can still be useful, but it does not solve the full roster.
- A two-Pokémon pair that covers the whole roster between them. Here each Pokémon can have gaps, as long as the gaps do not overlap.
How many HMs each generation had
HMs are items that teach a Pokémon a move, similar to TMs. In the games where they function as field moves, the HM moves generally cannot be forgotten by ordinary means, which means they occupy move slots for as long as they are learned. Counting HMs is not the same as counting the Pokémon that learn them. The figures below describe the HM roster, not compatibility.

Why one answer cannot cover every game
Two things change from title to title: which HMs exist, and which species are allowed to learn each one. A Pokémon that carries Surf and Waterfall in one generation may lack Dive or Flash in another, and a helper that looks complete in one chart says nothing about a different generation’s chart. Obtainability also varies, so a species may be learnable in principle but unavailable to you until late in a particular playthrough.

How to find the answer for your game
- Name the exact title you are playing, such as Ruby, Sapphire, or Emerald, or Diamond, Pearl, or Platinum. Remakes and sequels are separate entries.
- Confirm the HM roster for that title using Bulbapedia’s HM reference. The number of HMs in each generation is listed there.
- Open the compatibility chart for that title on the Pokémon Database. Find the HM rows for each candidate rather than relying on a summary.
- Count how many of the title’s HMs each candidate has. The target result is a species with a checkmark on every HM in the roster.
- If no single species has all of them, list the HMs each candidate is missing. Pair two candidates only when the missing sets do not overlap.
- Check obtainability in that title separately. A compatible species is only a usable answer if you can catch, receive, or trade for it in that game.
Ruby, Sapphire, and Emerald
These three games share an eight-HM roster that includes Rock Smash, Waterfall, and Dive. Because the roster is larger than in earlier generations, a species that covers all eight is less common than one that covers the classic field moves. Use the chart for the specific game rather than assuming that compatibility carries over between the three titles.
Diamond, Pearl, and Platinum
Generation IV also has eight HMs, and the Pokémon Database lists compatibility for Diamond, Pearl, and Platinum. Bibarel is often suggested as a helper in Sinnoh. The reference page for Bibarel was consulted, but the HM rows were not confirmed in the excerpt used here, so check its HM entries in the chart for your specific game before relying on it to cover all eight.

Generation II and the “All 7 HMs” category
The GameFAQs Gold Version guide includes a category labeled “All 7 HMs,” which matches the seven-HM roster from this generation. Open that category in the guide to get the species list, then confirm each entry against the compatibility rows for your copy of the game.
Modern games: HMs became TMs and field moves changed
The core series stopped using HMs beginning in Generation VII. Field uses were replaced by systems such as Poké Ride, Secret Techniques, Flying Taxi, Rotom Bike, Pokétch Hidden Moves, ride Pokémon, and upgraded travel abilities, according to Bulbapedia’s HM overview.

Pokémon Brilliant Diamond and Shining Pearl, the Generation IV remakes, follow a different model. The official Pokémon BDSP Trainers Guide, published by The Pokémon Company, states:
“As in other recent Pokémon releases, the classic Hidden Machine (HM) items have been converted to Technical Machines (TMs).”

The same guide adds:
“And thanks to the Hidden Moves app, your Pokémon no longer need to learn moves like Cut or Rock Smash in order for you to remove obstacles in the field or travel across difficult terrain.”
In that game, the question shifts from which Pokémon can carry the traversal moves to whether you need a party member to learn them at all. For the Sinnoh remakes, the Hidden Moves app handles Cut and Rock Smash in the field, so a party slot is not required for those two moves.

Trade-offs when building a traversal party
In games where HMs are field moves, a single traversal Pokémon is usually the cleanest option, but it locks a move slot and limits that Pokémon’s other moves. A pair of Pokémon spreads the HMs across two party members, which preserves more moves on each but requires you to carry both through the relevant areas. In newer titles that use the Hidden Moves app, the trade-off changes: you do not need a party member for the field moves covered by the app.
Use the title-specific chart to decide between these routes. A species that covers all HMs in one game is only a solution for that game.
