The Xbox privacy control that governs Xbox-network voice chat, text messages, and multiplayer invites is Others can communicate with voice, text, or invites. Set it to Friends to limit those interactions to Xbox friends, or Block to stop the communication covered by the control. Cross-network voice and text use a separate setting, You can communicate outside XBOX with voice and text. A block on the first, universal control overrides a permissive cross-network setting.
The main setting for Xbox voice chat and messages
Open Xbox privacy settings and look for Others can communicate with voice, text, or invites. Microsoft maps this control to the communications privilege, which allows voice or text communication with users of Xbox services. It combines three activities that are often mistaken for separate permissions: voice communication, text communication, and multiplayer-game invites.

| Value | What it does | When to choose it |
|---|---|---|
| Everyone | Allows communication covered by the setting from Xbox services users, subject to the other player’s own privacy, mute, and block status. | You want the broadest Xbox-network communication. |
| Friends | Limits covered communication to people on your Xbox friends list. A person who is not your friend can be unable to send messages, use voice communication, or send an inbound invite through the covered Xbox channel. | You want to communicate with an established group without opening contact to strangers. |
| Block | Prevents the communication covered by the control. It also blocks inbound multiplayer invites, although it does not stop you from sending outbound invites. | You want a communication-free account or are troubleshooting unwanted contact. |
The setting is broader than voice chat alone. If you set it to Friends because you only want to restrict strangers in party or game chat, the same audience rule can affect Xbox text communication and incoming game invites. It is not a headset-only switch.
How cross-network voice and text are controlled
Communication with players outside the Xbox network uses You can communicate outside XBOX with voice and text. This applies to cross-network communication, such as a multiplayer session that includes players on another console or supported platform.

| Value | Cross-network effect |
|---|---|
| Everyone | Permits cross-network voice and text communication, provided no higher-priority restriction or player-level block applies. |
| In-game Friends | Limits cross-network communication to people recognized as in-game friends. |
| Block | Prevents the cross-network voice and text covered by this setting. |
These two controls work together rather than independently. Microsoft’s permission matrix gives the universal Xbox-network control precedence: when Others can communicate with voice, text, or invites is set to Block, communication remains blocked even if the cross-network control is set to Everyone or In-game Friends. Therefore, changing only the cross-network option cannot repair chat that is blocked at the universal level.
What happens to multiplayer invites
Invites have an important directionality rule. A restricted value on Others can communicate with voice, text, or invites blocks inbound invites. It does not prevent the account from sending an outbound invite.
- If you cannot receive an invitation, check the universal communication control first.
- If you can send an invitation but another player cannot receive it, the receiving account may have a restrictive value, or the player may have blocked you.
- Allowing outbound invites does not prove that inbound invites are allowed; the two directions are evaluated separately.
Game-specific invite behavior can also depend on how the title implements Xbox services, but a title must respect the account’s Xbox privacy permissions. It should not transmit data or enable Xbox communication that the user’s settings disallow.

Are friend requests controlled by the same setting?
A friend request is not the same operation as a multiplayer invite. The official passages that define the communication controls identify voice, text, and invites, but do not establish a current, standalone toggle for friend requests.
That means you should not assume that setting communication to Friends or Block necessarily disables every friend-request action. Xbox menus can change by console software version, account type, and family-safety configuration. If your problem is specifically unwanted friend requests, open the live privacy interface and inspect the available social or friend-request control rather than relying on the communication setting’s name.
The distinction also explains why two symptoms can differ: an account might be unable to receive game invites while still showing a friend-request option, or it might be able to send a request even though voice and text communication are restricted.

Mute and block controls for one player
Global privacy settings determine who may communicate with you in general. Xbox also provides per-player controls that take precedence for the individual relationship.

Muting a player prevents you from hearing that player’s voice. It is a listening control, not a complete account-wide privacy change. Depending on the communication channel, muting may leave other interactions available, so use block when you need to stop contact rather than simply silence audio.
Block
Blocking a player restricts voice and text communication with that player and prevents that player from sending invites to the blocking account. Microsoft’s permission behavior also treats a blocked target as unable to communicate with the blocker, even when the broader account setting would otherwise allow communication.

Player-level status can explain why a single person cannot message or speak with you while other friends can. It also explains why changing a global setting may not restore communication with one particular account.

Diagnose a chat or messaging problem
| Symptom | Most relevant check | Why it matters |
|---|---|---|
| No Xbox voice chat or text messages with anyone | Check the universal communication control for Block, then check the cross-network control if the other players are outside Xbox. | The universal block overrides the cross-network value. |
| Friends can communicate, strangers cannot | Review whether the universal control is set to Friends. | That value intentionally limits the audience to Xbox friends. |
| Cross-platform chat fails while Xbox-friend chat works | Review You can communicate outside XBOX with voice and text. | In-game Friends and Block restrict cross-network communication even when Xbox-network communication is allowed. |
| You can send an invite but cannot receive one | Check the universal control and the other player’s settings. | Restricted values block inbound invites but do not block outbound invites. |
| Only one player cannot hear or message you | Check whether either account muted or blocked the other. | Per-player controls can override otherwise permissive global settings. |
| Text works with one person but not another | Check friend status and block status for the target. | Text permission is target-sensitive; it can be false when communication is Friends-only and the target is not a friend, when the target has blocked you, or when communication is globally blocked. |
| Voice fails only with a muted player | Remove the mute if you want to hear that person. | Voice permission is also target-sensitive and is false when the player has muted the target. |
After changing a permission, leave and re-enter the game’s party or chat channel. A title may have cached the previous permission for the current session. If the problem affects a child or managed account, the account that manages family settings may need to make the change; the labels shown to a managed account can differ.
Choose a setting by the result you want
| Goal | Universal communication control | Cross-network control | Additional action |
|---|---|---|---|
| Talk and message with any permitted Xbox user | Everyone | Everyone when cross-network chat is needed | Check for individual mutes or blocks. |
| Limit Xbox communication to your friends | Friends | Choose In-game Friends if cross-network friends should also communicate | Remember that non-friends may be unable to send covered invites. |
| Stop Xbox voice, text, and inbound invites | Block | Any value remains subordinate to the universal block | You can still send outbound invites unless another rule prevents it. |
| Stop cross-network chat but keep Xbox-network chat | Use Everyone or Friends, according to the desired Xbox audience | Block | Confirm that the other player is outside the Xbox network before changing this control. |
| Stop contact from one person only | Leave the global value unchanged | Leave the global value unchanged | Use mute to silence voice or block to restrict voice, text, and invites from that player. |
Why a game may still show a chat option
A game’s menu can display party, voice, or messaging controls even when the account is not authorized to use them. Xbox privacy permissions are the governing layer: titles must honor those permissions and must not transmit data or permit Xbox communication that the user has disallowed. A visible control therefore does not guarantee that communication is permitted.
If a title appears to transmit voice or text despite a blocking privacy value, document the game, account type, exact setting, and whether the communication is Xbox-network or cross-network. Recheck the setting in the console’s Xbox privacy page, sign out and back in if necessary, and report behavior that contradicts the account permission to the game or Xbox support channel.
Quick Recap
Key distinctions to remember
- Others can communicate with voice, text, or invites is the primary Xbox-network control and combines three communication categories.
- You can communicate outside XBOX with voice and text applies specifically to cross-network voice and text.
- A universal Block overrides a permissive cross-network value.
- Restricted communication settings block inbound invites but do not automatically stop outbound invites.
- Mute affects what you hear from a player; block restricts voice and text with that player and prevents that player’s invites.
- The current official material does not establish a separate friend-request toggle, so verify the live social-privacy interface before treating communication settings as a friend-request control.
