Who Can Defeat Kyogre in Pokémon GO? Best Counters and Primal Raid Notes

In Pokémon GO, Electric and Grass attacks deal increased damage to Kyogre. Here are the counters, group sizes, and Primal Raid notes to check first.

In Pokémon GO, Kyogre is a Water-type raid boss, and the attack types that deal increased damage to it are Electric and Grass. Any Pokémon on your roster that knows a fast or charged move of either type can contribute. The best choice depends on which Pokémon you own, which moves they have, and whether the raid is a standard, Primal, or Shadow Kyogre fight.

This guide covers Pokémon GO only. Kyogre’s role in the main-series games and in PvP battles is outside its scope.

Why Electric and Grass attacks work against Kyogre

Pokémon GO uses two type rules here. A Pokémon’s attack gets a power boost when the attack’s type matches one of the attacking Pokémon’s own types. Separately, each attack’s type is compared with the defender’s type, and that comparison raises or lowers the damage dealt. Niantic’s Help Center article “Type Effectiveness in Battle” describes both rules. Its wording on the first point is: “A Pokémon’s attack receives a boost in power when they use attacks that match their type.”

Because Kyogre is Water-type, the damage rules work out as follows:

  • Increased damage: Electric and Grass attacks.
  • Reduced damage: Fire, Ice, Steel, and Water attacks.
  • Everything else: normal damage, with no type bonus or penalty.

A move’s type matters more than the Pokémon’s type. A Bug-type Pokémon can still be a useful counter if it knows a Grass or Electric move, and a Grass-type Pokémon with only a Fire move will not get the advantage.

Simulator-ranked counter examples

The Pokémon GO Hub guide “Best Kyogre Raid Counters in Pokémon GO” ranks counters with a battle simulator that scores damage per second (DPS) and total damage output (TDO). Its simulator also accounts for defender typing, weather boosts, remaining energy, and Shadow stat changes. The examples below come from that ranking and are not a list of the only good choices.

Kartana Razor Leaf / Leaf Blade Grass / Grass Both moves are Grass, so the type advantage applies to the whole moveset.
Shadow Raikou Thunder Shock / Wild Charge Electric / Electric Both moves are Electric. Shadow stat changes are factored into the simulated result.
Zekrom Charge Beam / Fusion Bolt Electric / Electric Both moves are Electric, so the type advantage applies to the whole moveset.

These rankings are simulated estimates. The Pokémon GO Hub guide says its time-to-win and faint figures may differ from field experience, and that exact ordering changes with game versions. Treat the table as a starting list to check against your own Pokémon, not as a fixed tier list.

How many trainers you need

In the simulator’s selected settings, a standard 5-Star Kyogre raid showed a minimum group of three trainers and an optimal group of five to eight. These figures are simulator recommendations, not a rule of the game. Your team’s real strength, levels, and conditions such as weather decide how many people you need.

Primal Kyogre raids

Primal Raids are a separate format. Niantic’s Help Center article “What are the different types of Raid Battles?” describes Primal Raids as featuring a boss that has undergone Primal Reversion, and distinguishes them from limited-time Shadow Raids. Defeating a Primal Raid boss awards Primal Energy.

Niantic’s 2023 announcement, “Primal Reversion has been discovered in Pokémon GO!”, states two points that affect your choice of counter:

  • Primal Kyogre remains in primal form for eight hours after reversion.
  • When Primal Kyogre is in your party, Water-, Electric-, and Bug-type attacks receive raid attack bonuses.

Because this announcement dates from 2023, confirm that the bonus and the eight-hour window still apply before you plan a raid around them. Note that the bonus list includes Bug-type attacks, which is not true of the standard Electric and Grass rule.

Shadow Kyogre raids

The sources available for this guide establish that Shadow Raids are a limited-time format separate from Primal Raids, but they do not give a verified, complete counter ranking for Shadow Kyogre. For that reason, the list above should not be used as a Shadow-specific guide. The simulator’s Shadow stat handling applies to the Shadow Pokémon it ranks, not to a full Shadow Kyogre ranking.

Choosing your counter

  1. Identify the raid format. Check whether the raid is standard, Primal, or Shadow Kyogre. Primal raids may give a Water, Electric, or Bug bonus while your Primal Kyogre is in your party.
  2. List your Pokémon’s moves. A Pokémon counts only if one of its fast or charged moves is Electric or Grass. Check the move type, not just the Pokémon’s type.
  3. Prefer Pokémon whose moves are both advantaged. Kartana, Shadow Raikou, and Zekrom in the table show this pattern in the simulator, where every move in the pair gets the type advantage.
  4. Check group size. Plan for at least three trainers in a standard raid, and five to eight for an optimal group, based on the simulator’s settings.
  5. Confirm the current ranking. Because counter rankings change between game versions, check a current simulator guide before a major raid.

Troubleshooting weak damage

  • If your counter’s damage is low, check whether its attack is Electric or Grass. An attack of another type will not get the advantage, even if the Pokémon’s type is strong.
  • If you are in a Primal Raid and expected a bonus, confirm that Primal Kyogre is in your party. The bonus applies to Water, Electric, and Bug attacks while it is there.
  • If your group is struggling, check whether you have enough Pokémon with Electric or Grass moves. Replacing a Pokémon with a higher-damage counter of the same move type may help more than adding a weak one.
