Who Created Call of Duty—and Why Was It Made?

Infinity Ward made the original Call of Duty for Activision, drawing on the Allied Assault team even though its leaders initially wanted to create a modern-war game.

Call of Duty was developed by Infinity Ward and published by Activision in 2003. It grew out of the team behind Medal of Honor: Allied Assault: Activision wanted a rival World War II shooter, while the developers wanted to keep working together—and, initially, hoped to make a modern-war game instead. The original answered that assignment with American, British, and Soviet campaigns rather than one all-conquering hero.

Who created Call of Duty?

Call of Duty was a studio-and-team project, not the work of one sole creator. Activision published the original game, and Infinity Ward developed it. Among the prominent early leaders were Grant Collier, Jason West, and Vince Zampella. Infinity Ward emerged from people associated with 2015 Inc., the studio behind Medal of Honor: Allied Assault. The available accounts do not establish a complete individual credit list for the 2003 game, so it is more accurate to credit Infinity Ward and its team than to name one person as its creator.

Why did Infinity Ward make a World War II shooter?

Activision saw an opportunity to compete with Medal of Honor and asked the team behind Allied Assault to make another World War II game. In a later interview, Infinity Ward president Grant Collier recalled Activision saying: “well, you just did a really good job for EA with Medal of Honor: Allied Assault, so why don’t you make a World War II shooter?” Kikizo’s interview with Collier

That request shaped the setting, but World War II was not the developers’ first choice. Collier said, “We actually wanted COD1 to be Modern Warfare!” The team’s modern-war idea therefore predates the later Call of Duty 4: Modern Warfare; for the first game, the publisher’s request and the team’s experience with Allied Assault pointed toward World War II.

Why did the team leave Allied Assault behind?

Retrospective accounts describe a mix of practical and personal reasons. Former developers recalled concerns about their arrangement at 2015 Inc., including a desire among Collier, West, and Zampella for royalty sharing. They also wanted to continue working with a trusted group of colleagues. After EA stopped funding an Allied Assault expansion, Activision offered to fund the team’s next project, creating a path for the group to stay together and build a competing game. This was not simply a story of revenge against a rival. The available accounts point instead to a new studio, a team seeking a better arrangement, and a publisher with a clear reason to back a competitor to Medal of Honor.

What made the original game different?

The 2003 game presented World War II through three Allied campaigns: American, British, and Soviet. In a contemporaneous interview, Vince Zampella said the game let players experience the war “from three different Allied sides,” with missions based on historical operations and locations. A former developer identified a related design impulse: the team was wary of a single hero who seemed to save everyone. Brad said, “It didn’t feel as realistic. We wanted to represent everybody that contributed to that part of history.” That is one developer’s retrospective explanation, not a formal statement attributed to every member of Infinity Ward, but it helps explain why the game shifted among Allied perspectives instead of following one protagonist through the entire war.
