They describe forms from different series contexts—SSJ4 draws on Great Ape power in Dragon Ball GT, while Blue is a Super Saiyan God who goes Super Saiyan in Dragon Ball Super—but provide no head-to-head result or shared power scale.
What the official descriptions say
SSJ4 draws on Great Ape power
The Dragon Ball Official Site says Goku and Vegeta first demonstrated Super Saiyan 4 in Dragon Ball GT’s Shadow Dragon Saga. The form draws on the Great Ape power within Saiyans and changes more than Goku’s appearance: the site also notes an effect on how he speaks and his personality. Dragon Ball Official Site, 22 March 2022.
Blue is Super Saiyan God SS
The same official feature identifies Super Saiyan Blue as Super Saiyan God SS. It describes the form as what happens when a Super Saiyan God goes Super Saiyan, and places its debut in the Golden Frieza Saga of the Dragon Ball Super anime. That explains Blue’s premise, but does not give it a multiplier or compare it with SSJ4. Dragon Ball Official Site, 22 March 2022.
Is SSJ4 stronger than SSB?
There is no settled official answer in these sources. The forms are explained through different series frameworks, and neither feature supplies a common numeric scale or a direct SSJ4-versus-Blue battle. So the accurate answer to “SSJ4 vs. Super Saiyan Blue: who wins?” is that the official material cited here does not say.

A fan comparison can still be made, but its conclusion depends on the assumptions. To make the claim meaningful, specify which versions of the characters are being compared—such as Goku against Goku—and whether the comparison allows cross-series scaling. Then weigh direct on-screen outcomes, opponents faced, demonstrated abilities, and continuity. Any resulting winner is an interpretation, not an official ruling established by these references.

The Dragon Ball Legends features also discuss characters and their abilities, but game units and animations are not a canonical measurement of transformation strength. The official pages provide no published statistic comparing SSJ4 with Blue; a gameplay value for a particular unit should not be treated as an anime power level.
