Pagan Min is the main villain and central antagonist of Far Cry 4. He rules the fictional Himalayan country of Kyrat, and Ajay Ghale becomes involved in a rebellion seeking to overthrow his regime.
Why is Pagan Min the villain?
Min is Kyrat’s self-appointed king and the ruler targeted by the resistance. Ubisoft describes his regime as oppressive, and characterizes Min as both stylish and charismatic and cruel and calculatingly brutal. That combination is central to how the game presents him: charm does not make his rule benevolent.

Where does Far Cry 4 take place?

Pagan Min is the game’s principal antagonist, but that identification does not settle every moral question about the resistance or the story’s outcomes. Ubisoft notes that player choices help determine Kyrat’s future, so players may encounter different outcomes. The official descriptions establish the broad conflict against Min’s regime, not a single definitive moral verdict on every faction or ending.
