A game can be free to play without being a personal ownership license, and a preloaded installation does not prove that the current account can launch it.
Why doesn’t my free Steam game show up in my library?
The cause usually falls into one of four categories: the claim belongs to another Steam account, the game is hidden or filtered out of the library view, the offer did not attach the ownership or access entitlement you expected, or the game was available through sharing rather than your own license.

Steam Support specifically advises users who can no longer see games they activated or played to check whether they are signed into the wrong account. Its missing-games guidance also notes that “Pre-load Complete” can appear when a game is installed but the account does not own it or no longer has access through Family Sharing. Steam Support’s missing-games help is the right escalation point if the checks below do not resolve it.
Check these four things in order

Verify the account that claimed the game
Check the account name shown in the Steam client. If you claimed the game in a browser, on another device, or while using a second account, the claim may belong to that account instead. Sign out and back into the account used to claim it, then search the library again.

Search the library and inspect visibility
Search for the game by its exact title. Also check whether it is hidden or excluded by an active library filter. A Steam Community discussion describes uninstalled free games not appearing in some visible library lists and points to hidden games as another possibility; treat those reports as troubleshooting leads, not as official Steam policy. The precise controls can differ across the desktop client, Big Picture, and Steam Deck, so use the client’s current library controls rather than relying on a menu path that may not match your version. Check what the store page offers to this account
Open the game’s Steam store page while signed in. Determine whether it is free to play, was offered in a temporary promotion, or was otherwise claimed, and what access the page offers for this account. Valve’s Steamworks documentation describes free-to-play games as available for customers to download under a free license. Steam Support likewise says users are under no obligation to purchase anything to play and progress through free-to-play games. Do not buy the game just to force a library entry if it is free to play. A free-to-play title’s access is different from a limited-time offer or a paid game temporarily accessible through sharing.

Separate your own license from Family access
Access through Steam Families is not the same as owning a personal copy. Steam’s Families FAQ says free-to-play games and purchased DLC for them are excluded from sharing, and that individual games may be unavailable for sharing for other reasons. If a title is installed or preloaded but will not launch, compare the account’s own license and current sharing eligibility rather than treating the files on the computer as proof of ownership. What “Pre-load Complete” does—and does not—tell you
“Pre-load Complete” describes the game’s installed state, not necessarily the signed-in account’s right to play it. Steam Support says this status can occur when the account does not own the game or no longer has access through Family Sharing. Check the account and license or sharing status before assuming that reinstalling will solve the problem.

If you have confirmed the account, searched the library and its visibility settings, and checked the game’s access status, use Steam Support’s missing-games help flow. Follow its prompts and provide the game title and the account details it requests. The key distinction is whether the game is merely not visible in the client or whether this account lacks an active license or other eligible access.
