If no pandas are appearing, first confirm that you are in a jungle biome, then check the ground and open space where they could spawn. In Bedrock Edition, Microsoft’s documented rule requires surface grass and brightness from 7 to 15; bamboo-tagged areas have a higher configured spawn weight than other jungle-tagged areas. Planting bamboo somewhere else does not make that location a bamboo jungle.
Check that the biome is actually a jungle
Pandas are associated with jungle biomes. Minecraft Help says they can be found in jungle and appear more often in bamboo jungle, a jungle variant with dense bamboo. Check the biome shown by your game or an appropriate map for your edition rather than relying on how the landscape looks.
In Bedrock Edition, the documented spawn rule checks biome tags: it includes jungle-tagged areas and separately allows bamboo-tagged areas. A patch of bamboo planted in another biome does not change that biome’s tag, so it does not satisfy a bamboo-biome condition. Minecraft Help’s biome guide describes the habitat, and Microsoft Learn’s Bedrock panda spawn rule documents the tag checks.
For Bedrock, check the ground and light
Microsoft’s Bedrock rule specifies that pandas spawn on the surface over grass and filters for brightness from 7 through 15. If you have confirmed the biome, inspect the exact potential spawn floor: it needs to be grass, and the location must meet the documented light range.

The rule specifies herd sizes of one or two. It assigns a configured weight of 10 to the jungle-tagged condition and 40 to the bamboo-tagged condition. These are relative configuration values, not percentages or a guarantee that a panda will spawn within a particular time.
Make room for a spawn
A secondary Minecraft wiki reference reports that pandas need grass with at least two blocks of overhead room and may spawn in groups of one or two. Treat that clearance detail as a cross-check, not an official current rule for every edition and version; the official documentation cited here is specifically for Bedrock. If the space is crowded or obstructed, try checking a more open grass surface. The secondary reference provides the supplemental detail.

Why a valid spot may still have no pandas
Meeting a habitat condition does not mean a panda must appear immediately. Spawn attempts also depend on broader conditions, including biome, light, height, entity density, difficulty, and distance. Microsoft’s general Bedrock spawn-rule documentation describes how spawn rules can account for environmental conditions and density: Bedrock spawn rules.
The bamboo-biome weight is higher in Bedrock’s configuration, but it is not a spawn timer. A suitable area can still take time to produce an encounter, and other spawn conditions may affect the result.

If you are playing Java, do not assume the Bedrock brightness range, biome-tag logic, or weights apply unchanged. Confirm your edition and version before relying on exact technical parameters.
