If Team GO Rocket Grunts aren’t giving you Mysterious Components in Pokémon GO, check two things: whether you already have a Rocket Radar in your Item Bag, and whether the Bag is full. Niantic lists both as reasons you can’t collect Components after a Grunt battle.
Check for a Rocket Radar in your Item Bag
Niantic says you can’t collect Mysterious Components from Grunts while a Rocket Radar is in your Item Bag. If you already have a Radar, use it to find and challenge a Team GO Rocket Leader. A regular Rocket Radar is consumed when you defeat a Leader; after that, you can collect Components from Grunts again if your Item Bag has space.

Check whether your Item Bag is full
A full Item Bag also prevents you from collecting Components after a Grunt battle. Make room in your inventory, then defeat another Grunt and check whether the Component appears.
How Component collection and Rocket Radars work
Under those inventory conditions, defeating a Team GO Rocket Grunt awards a Mysterious Component. Six Components combine into one Rocket Radar. You can track your Component progress in your Item Bag.

Niantic’s official item guide explains both blockers in its Types of Items and their Effects page. Its guide to Team GO Rocket Leaders & Giovanni describes Radar use and Grunt rewards.
Does Special Research affect Mysterious Component drops?
Niantic’s official guidance on Component collection identifies a Rocket Radar in your Bag and a full Bag as the blockers. It does not say that an unfinished Special Research step is required for ordinary Component drops, so that explanation is not supported by the official instructions cited here.
