Why Australia’s Housing Target Is Slipping Further Away—even as Approvals Rise

Australia can approve more homes and still miss its National Housing Accord target because approval is only an early step: projects must be financed, built and completed before they count as housing supply. The National Housing Supply and Affordability Council’s early-2026 outlook put expected gross construction at 980,000 homes against a target of 1.2 million by June 2029, with the target not reached until September 2030. That was a forecast based on data available before later global disruptions—not a final count or an October 2026 forecast.

What is Australia’s housing target, and how far behind is the forecast?

The National Housing Accord sets a target of 1.2 million new homes over five years to June 2029. It is a gross construction target: it counts completed dwellings, rather than the net change in the housing stock after demolitions and other removals.

In State of the Housing System 2026, released on 30 April 2026, the National Housing Supply and Affordability Council forecast 980,000 gross dwellings over the Accord period. On that outlook, the 1.2 million total would be reached in September 2030—about 15 months after the target period ends. The forecast used information available in early 2026, before subsequent global disruptions, and should be read as a projection rather than a tally of homes already delivered.

The Council also estimated 862,000 net new dwellings against demand of 900,000 over the Accord period, leaving a projected net gap of 37,000. Gross completions and net new supply are different measures, so the 980,000 gross forecast should not be compared directly with the 900,000 demand estimate.

Why do approvals not translate directly into completed homes?

An approval is permission for a project to proceed; it is not evidence that construction has started, that financing is secured, or that a dwelling is finished. A project can stall or change at each stage between approval and completion.

  1. Approval: planning and building approvals indicate an early pipeline of possible construction.
  2. Financing and feasibility: developers and builders must be able to fund the work and make the project viable at the expected selling prices or rents.
  3. Construction: labour, materials, land, coordination and delivery capacity affect whether work proceeds and how quickly.
  4. Completion: only completed dwellings count toward the gross construction total; net supply then accounts for homes removed from the stock.

Reporting also comes with a lag. In the Council’s Quarterly Report – March 2026, approvals data ran to January 2026, while completions data ran only to the September 2025 quarter. The Council’s expected target date used leading indicators and historical housing-market dynamics, rather than assuming the most recent construction pace would continue unchanged.

What is the “doesn’t stack up” problem?

A project’s feasibility depends on whether likely returns justify the cost and risk of land, finance, construction and other expenses. If that balance worsens, a developer may delay a project, redesign it or decide not to proceed. That is a general explanation of the feasibility problem, not a claim about any one development.

The Council identifies labour availability and productivity, land supply, planning and approval systems, and coordination across levels of government as constraints on housing delivery. It also describes higher-density projects as large, complex and time-consuming. Such projects can be particularly exposed to changing input costs and labour availability; labour constraints and elevated insolvencies have contributed to longer delivery times and higher risk premiums in tenders for complex work.

Construction-cost estimates in the Council’s 2026 report help show why housing mix matters: for 2024–25, it reported costs of $4,500 per square metre for apartments, $2,500 for townhouses and $2,000 for detached houses. These are construction-cost estimates, not complete project costs or a direct comparison of feasibility; they exclude land and landscaping.

Master Builders Australia chief executive Denita Wawn put the industry’s view this way in an ABC News report published on 21 August 2026: “Demand for homes hasn’t disappeared; the problem is that too many projects no longer stack up financially.” That is an industry assessment, not a finding by the Council.

How much could construction-cost shocks change delivery?

The Council modelled illustrative scenarios in which construction-cost increases reduced expected completions over the Accord period. Treasury’s 1 May 2026 summary of the Council’s estimates described a reduction of around 10,000 homes under a shorter disruption scenario and as many as 33,000 under a more prolonged one. These are scenario estimates based on assumed cost increases, not observed losses or a confirmed count of homes that will not be built.

Those scenarios illustrate how an existing delivery gap could widen if costs and delays worsen. They do not establish a single cause for the slipping target, and they should not be added mechanically to the Council’s 980,000 forecast as though they were a revised official total.

Why the national total hides very different state trajectories

The Council’s March 2026 quarterly snapshot projected different dates for jurisdictions to reach their respective shares of the Accord target. These are modelled dates, not dates the targets were actually achieved.

The March snapshot’s dates reflect forecasts at that time. The Council notes that results depend partly on the mix of detached and higher-density housing, so a national approvals rise or a strong result in one jurisdiction cannot by itself show whether each state or territory is on track.

What changed after the Council’s April outlook?

The April report is the latest primary Council outlook with a fully verifiable national forecast in the material available here, and it predates later global disruptions. An ABC News report on 21 August 2026 said the outlook had worsened to end-2030 and reported a revised forecast date of March 2032 for New South Wales. The ABC also reported Master Builders Australia’s estimate of a 204,000-home shortfall; that figure is an industry forecast, not the Council’s April estimate.

These later reports are reasons not to treat the April figures as a current October projection. They do not, on their own, establish a new official national total or prove that any one event caused the change. The appropriate distinction is between the Council’s dated April forecast, later reporting about changed expectations, and actual completions as they are recorded.
