Why Buying Cheap Game Keys Could Cost You More Than Money

A cheap game key can fail through a used code, a region mismatch, weak publisher support, or revocation. Here is how to judge the seller before paying.

A discounted activation key can end up costing more than its listed price. The code may already be used, may be for the wrong region or edition, may come with little or no support from the publisher, and in rare cases may be revoked if it is traced to a fraudulent purchase. A low price on its own does not prove that a key was stolen or fraudulent. It does mean you cannot tell where the key came from from the price alone, so the safer approach is to buy from the publisher’s own shop or from a partner the publisher names as official, and to check platform, region, edition, support, and refund terms before paying.

Why a low price tells you so little

People often ask why games can be far cheaper on key-selling websites than on Steam. The honest answer is that a key’s price reflects how it was obtained, and the price itself does not reveal that. The European Audiovisual Observatory, part of the Council of Europe, describes key reselling through gray-market channels as resale without authorization from the relevant rightsholder. In its 2024 report, Legal challenges and market dynamics in the video games sector (section 5.3 on key reselling), it lists several possible sources for the keys sold on these sites:

  • Promotional keys that were meant for press, creators, or giveaways.
  • Regional price arbitrage, where a key bought in a cheaper country is resold in a more expensive one.
  • Leftover keys from bundles that were not intended for individual resale.
  • Keys bought with stolen payment-card details.

The report also says that buyers on these sites are not guaranteed a legitimate or working key. That is a narrower claim than “every cheap key is stolen,” and the evidence does not support the broader version. Some low-priced keys are legitimate promotions or regional price differences; others are not. A price cannot separate the two, which is the core reason to look at the seller and the route instead.

What can go wrong with the code itself

Valve’s own consumer guidance is the most direct warning. Steam Support’s “Recommended Trading Practices” page says that CD keys offered in unsupported trades are often for another game, fake, used, or restricted to a region (Steam Support, Recommended Trading Practices). Those four failure modes are the ones to check for:

  • Already used. A key that has been redeemed on another account will not activate for you. The sources do not give a rate for this, so treat it as a possibility rather than a probability.
  • Wrong game or edition. A listing may show a base game while the key unlocks a different title, or a standard edition when you expected a deluxe or bundle version.
  • Region restriction. The key may only activate in certain countries, which can matter for a key bought from a seller in a different region from your account.
  • Fake. Some codes simply do not work.

There is also a distinction between a key that never worked and one that worked and was later removed. Steamworks documentation on retail keys directs buyers to the retailer for a replacement when a key has never been successfully registered. That is a different situation from a key you have already activated and then lost, and the replacement route depends on who sold it to you.

Support may depend on where you bought the key

Publisher support is often the weakest link when a key fails. Klei Entertainment’s reseller page, dated February 8, 2023 and carrying a March 2022 notice, is a clear example of one publisher’s policy. Klei recommends its official shop or official partners, says it cannot generally support third-party resale transactions, and reports complaints of used codes sold by resellers. Its wording is direct:

  • “Any purchase of a resold item or key is at your own risk.”
  • “We strongly recommend that players do NOT purchase keys or merchandise from resellers as we will not be able to verify and assist you with your purchase.”

Klei also describes its own limited replacement approach for verified original purchases. That is Klei’s policy, not a rule that applies to every publisher. Before buying, check the publisher’s support pages for its position on third-party keys. If a publisher says nothing, you cannot assume it will investigate a bad code for you.

When a key can be revoked

Revocation is the cost most people do not expect. Valve’s Steamworks key documentation (Valve / Steamworks, Steam Keys documentation) lists keys purchased fraudulently, along with stolen keys, among the reasons a developer may revoke keys. It also cautions developers not to disable keys that were legitimately sold to customers. Valve’s documentation includes this warning about impersonation:

“We’ve heard many reports of fraudsters impersonating journalists or storefronts to acquire keys, and then reselling those keys for profit.”

Revocation is therefore tied to fraud, not simply to buying from a reseller. The sources do not say that every key bought from a third party is routinely revoked, and they do not establish that an ordinary buyer is automatically banned. What they do show is that a key traced to a fraudulent payment can be withdrawn, and a buyer who paid for it has no protection from that outcome.

The card-fraud chain also has costs for the rightsholder. The Observatory’s report describes investigation, reimbursement to the cardholder, and a card-company fee, and notes that the burden can be especially difficult for smaller companies. This is qualitative context. The report does not give a per-key cost or an industry-wide total.

Authorized third-party sales do exist

A key sold outside Steam is not automatically unauthorized. Valve’s documentation says Steam Keys are unique, single-use codes, and that developers can receive them to sell games through other stores or at retail, or for limited purposes such as testing or press. Valve sets rules for different key types, says some beta and developer keys must not be sold, and can reject key requests. Its policy figures are developer allocation limits, not measures of gray-market activity: games launching on Steam may receive up to 5,000 Default Release Steam Keys for retail activities and other-store distribution, with additional requests reviewed case by case, and Release State Override (beta) keys are generally limited to 2,500 in total.

The useful distinction is between a key that was authorized for sale and one that was not. The sources do not let you tell which is which from a listing alone, and the same sales route can carry either kind of key. That is why provenance matters more than the storefront’s name.

Comparing the two purchase routes

The two routes differ mainly in how much you can verify before paying. The table compares them on the factors the sources support. Where a source does not establish a value for a named store, the cell says so.

Price Usually higher, and the price reflects the publisher’s own sale terms. Often lower, but the price cannot show where the key came from.

Two named gray-market sites appear in the Observatory’s discussion: G2A and Kinguin. The report uses them as examples of gray-market websites in that category. That placement does not establish whether a particular listing on either site is authorized, and the sources do not describe either site’s current policies, so do not read it as a verdict on any individual seller.

Before you buy: a checklist

  1. Start with the game publisher’s own store, or with a partner the publisher names as official. Klei explicitly recommends this approach for its products.
  2. Confirm the exact game, edition, platform, and region before you pay. Steam Support identifies region restriction and wrong-game listings as the main mismatch risks.
  3. Read the seller’s refund and support terms, and keep the receipt and a copy or screenshot of the listing. Do not assume a marketplace’s terms apply to every seller on it.
  4. Treat an unusually low price as a reason to check provenance and seller terms, not as proof of theft.
  5. If a key fails, contact the seller first and then use the platform’s supported process. For a retail key that has never been registered, Steamworks documentation points to the retailer for a replacement.

Piracy is a different question

The title’s “cost more than money” is an editorial frame, not a legal conclusion. The sources describe risks and support consequences. They do not establish that buying a gray-market key makes the buyer guilty of piracy. The Observatory’s report distinguishes key reselling from piracy and analyzes authorization and legal doctrines in a European context. Nintendo’s UK legal page addresses piracy generally and states: “Piracy discourages innovation and new game development which ultimately impacts the consumer.” That statement concerns piracy and does not say that every key resale is piracy. The legal position on any particular resale depends on the jurisdiction and the facts.

Platform and publisher policies change, so check the current text of Steam’s and each publisher’s pages before buying. The sources do not provide a current rate of invalid keys, and no reliable aggregate figure for publisher losses from fraudulent keys was identified. Anecdotal reports should not be read as an industry-wide estimate.
