Why Call of Duty Has Lasted 20 Years Without Franchise Exhaustion: Rob Kostich’s Explanation

Rob Kostich credited Call of Duty's 20-year run to a stable action core, varied sub-franchises, free-to-play access and community feedback. Here is what that account does and does not prove.

Activision president Rob Kostich’s answer, given in an October 2023 GamesBeat interview marking the franchise’s 20th anniversary, comes down to five points: a recognizable core action experience that the teams kept evolving, varied modes and sub-franchises, differentiated settings, listening to community response, and wider access through free-to-play releases. It is the company’s account of its own strategy. It is not independent proof that players never tired of the series or that every yearly release succeeded.

The five reasons Kostich gave

A core action experience that keeps being refined

Kostich’s starting point is the gameplay itself. He describes a familiar action experience as the foundation of the franchise, and says the teams kept improving aspects of the games around that foundation rather than reinventing them each year. Campaign and player-versus-environment (PvE) play sit alongside the competitive multiplayer that defined the series in its middle years. The claim is that players return to a feel they already know, while new entries still change something visible.

This is the part of the argument that is hardest to test from outside. Kostich offers it as the company’s view of its own craft, and it should be read that way.

Variation inside one brand

The second reason is structural. The series is split into sub-franchises, most notably Modern Warfare and Black Ops, and each carries its own tone and setting. Kostich says the move to modern settings gave the team more room for weapons and narrative while keeping the tone the franchise wanted. The series has also covered World War II and future settings, so the brand is not tied to one period.

For a reader asking why a new release does not feel like “another Call of Duty,” this is the most concrete explanation on offer: the label covers several sub-series that look and sound different from one another.

Free-to-play as a second door

Kostich’s third reason is access. He says the company went free-to-play because it had a well-liked experience that was limited by being available only as a premium purchase. Call of Duty: Mobile and Call of Duty: Warzone removed the upfront fee and let the company reach players in additional regions, including people who would not pay for a full game. He also describes mobile as a primary gaming device for some players and regions. The access model is covered in more detail below.

Feedback and a live service

The fourth reason is responsiveness. Kostich says the company pays attention to community feedback and learns from both past successes and failures. He is also direct that the franchise has not been perfect every year, which matters for anyone treating his account as a complete explanation.

On the live-service side, he describes Warzone as the more evergreen part of the business, sustained by seasons and seasonal content, while premium releases continue on an annual rhythm. The two models are presented as complementary rather than competing.

A bigger production effort

The last reason is cost and scale. Kostich says the games have become more labor-intensive and require more resources than they once did. Workforce figures reported around the anniversary are listed in the table in the section on figures below, with their dates and sources.

How the timeline supports the argument

Activision’s own October 2023 retrospective gives the chronology against which Kostich’s points can be checked. It is a useful sequence, but it shows what happened, not why it worked.

Read the sequence as context. A new setting, a free-to-play launch, or a sub-franchise change is consistent with Kostich’s account, but the sources do not show that any single step caused the franchise to avoid fatigue.

The two free-to-play entries did not replace premium releases. They sit beside them, and each serves a different purchase decision.

The Mobile reach and download figures should not be merged or treated as interchangeable. Quote each one with its own wording.

Where the “no exhaustion” claim holds, and where it does not

The title’s phrase, “without triggering franchise exhaustion,” is a useful way to frame the question, but it should not be read as a measured finding. No source reviewed here offers a reliable measure of audience fatigue across players, releases, regions or years.

Independent coverage treats the question as open. British GQ’s November 10, 2023 feature asked directly whether Call of Duty can survive franchise fatigue, and described Modern Warfare III as the first direct sequel in the series’ history. The Washington Post’s October 28, 2023 feature offered broader historical interpretation, covering the 2007 shift in tone and the annual release model. Both pieces are analysis, distinct from Kostich’s own account, and neither settles the fatigue question.

What can be said with confidence is narrower. The franchise kept releasing new entries, kept expanding its access model, and kept its core identity recognizable, according to the company’s own chronology and independent reporting from the same period. Whether that amounted to avoiding fatigue for every player is not something the evidence can answer.

“There’s no doubt we faced a lot of competition out there, which in of itself I think is a testament to the team and what they’re able to do each and every year to keep Call of Duty going and also just the passion of our community.”

“Ultimately, engagement in our game is by far the biggest thing that drives our success.”

The last line is the clearest statement of the company’s own success metric. It is the executive’s framing, not a figure, and it does not say how engagement was measured.

What the 2023 evidence cannot tell you today

The explanations here come from 2023. They describe what Activision said about the franchise at 20, not how it stands in 2026. The sources do not establish current player counts, current sales, which titles are actively supported, current retail availability, or the current level of fatigue. Kostich’s reference to a planning horizon through 2027 was a 2023 statement, not confirmation of a current release schedule.

For a current view, the places to check are the publisher’s own release announcements, the live service status pages for Warzone and Call of Duty: Mobile, and dated coverage from the period in question.

  • Pricing and regional availability for Mobile and Warzone can change; check the official store listings.
  • Sales and reach figures should be taken from the year they were reported.
  • Claims that fatigue never occurred, or that it is now resolved, go beyond what the anniversary-era sources support.

Kostich’s account remains the most direct statement of Activision’s strategy at the 20-year mark. It is one informed view, useful for understanding the company’s reasoning, and it should be weighed alongside the evidence it does not cover.
