Activision says the account holder is responsible for infractions even if someone else was using the account, and it will overturn a permanent ban only if it determines that the Activision account was hacked. First check the exact status, then use the appeal or recovery route that applies.
First, identify the enforcement status
Players may describe several enforcement actions as a “ban,” but Activision treats them differently. Check the status shown in Activision’s account-status and ban-appeal page before deciding what to do.

Why Activision says accounts can be permanently banned
Activision’s policy lists cheating, modding, hacking, boosting, security circumvention, exploiting glitches, griefing, malicious reporting, offensive behavior, spoofing, unsupported cheating peripherals, and unauthorized software among sanctionable conduct. The policy describes enforcement inputs including client- and server-side systems, monitoring applications running during gameplay, behavioral models for anomalies, and hardware validation. Player reports may contribute to enforcement, but they are not the same thing as proof of a violation.
Activision’s RICOCHET report says reports alone do not trigger mitigations without additional corroboration. A high number of reports by itself therefore does not establish why an individual account was banned. The Modern Warfare II reporting announcement also describes possible voice- or text-chat restrictions after confirmed reports; those feature restrictions are not permanent account bans.

What to do if your MWII account is permanently banned
- Confirm the status. Sign in to the Activision account-status and appeal page and check whether the action is a permanent ban, temporary ban, or limited matchmaking.
- Look for signs of account compromise. Review recent account changes and linked accounts for activity you did not authorize. Activision says the account holder remains responsible for infractions even if another person was playing.
- Recover the account if it may have been hacked. Use Activision’s hacked-account recovery route linked from its appeal page. The company’s stated basis for overturning a permanent ban is a determination that the infraction resulted from the account being hacked.
- Submit an appeal only if eligible. Use the official route for a permanent account ban. Activision says appeal decisions are final and it will not respond to repeated submissions or attempts to appeal through other channels. Temporary bans and limited matchmaking are not eligible through this process.
- Avoid purported bypasses. Do not use a third-party “unban” service, spoofer, cheat, unauthorized software, or unsupported cheating device. Activision lists several of these as potential infractions, and they do not provide a legitimate appeal.
What public evidence can—and cannot—show
Activision’s policy explains its enforcement categories and detection methods, but does not disclose the evidence behind a particular player’s case. Public anecdotes can describe what a player says happened; they cannot establish how common mistaken permanent bans are or prove why a specific account was penalized.
A 2024 peer-reviewed study analyzed an anonymized one-week Modern Warfare II dataset from February 6–12, 2023. It found 0.168 reports per player and 0.254 reports per match; 8.76% of players were reported, 13.81% of reports were human-moderated, and 7.95% of reports were actionable. These figures describe reporting and moderation in that sample—not permanent bans, false positives, or the accuracy of an individual decision. Activision’s historical RICOCHET Season 04 report said that during the first two weeks of a third-party-device detection, use of those devices declined by 59% across Modern Warfare II and Warzone. Among the users represented, 57% did not use the device again and 43% attempted to circumvent the policy again. Those are Activision’s historical enforcement figures, not a current estimate of device use or a measure of false bans.
