Inhaling and gaining a Copy Ability are separate steps: an enemy may be impossible to inhale in that game, or it may be swallowable but have no ability to give Kirby. Some titles also add conditions, such as requiring Kirby to defeat an enemy first or to drop an ability he is already using.
Inhaling an enemy and copying its ability are different things
Nintendo’s Kirby Super Star manual describes the process as inhaling an enemy and then swallowing it to copy its ability. It also names two separate exceptions: “some enemies cannot be inhaled and some possess no ability to copy.” Nintendo’s Kirby Super Star manual

That distinction is the key to understanding a failed copy. If Kirby cannot draw an enemy in, the normal copying process stops before swallowing. If he can swallow it but gets no power, the enemy may simply have no Copy Ability assigned to it in that game.
Why Kirby may not get a Copy Ability
The enemy cannot be inhaled
Some enemies cannot be inhaled, according to the Kirby Super Star manual. A specific example of a more conditional rule appears in Nintendo’s guidance for Kirby Super Deluxe: certain enemies must be damaged and defeated before Kirby can inhale them. That requirement is documented for that title; check the instructions for the game you are playing rather than assuming the same rule applies throughout the series. The enemy has no ability to copy
Being an enemy—or being swallowable—does not guarantee a power. The Kirby Super Star manual explicitly says some enemies “possess no ability to copy.” In that case, swallowing the enemy does not produce a Copy Ability; it is not necessarily a failed input or a timing mistake.
Kirby already has a copied ability
Nintendo’s Kirby Super Deluxe overview says Kirby cannot inhale enemies while he is using a copied ability. This is a player-state restriction in that game, not a universal rule for every Kirby title. Consult the game’s own instructions if the same situation occurs elsewhere in the series. A copied ability may be limited-use
The same Kirby Super Deluxe overview notes that some Copy Abilities disappear after a set number of uses. That explains why a power can vanish after Kirby has copied it; it does not mean the enemy was never copyable.
Kirby may have lost the ability after copying it
In Kirby Super Star, taking damage can make Kirby lose his ability. The ability appears as a star that Kirby can inhale to regain it, but the star disappears after a while. The manual does not give an exact duration. If Kirby seemed to copy an enemy and then lost the power, this is different from an enemy that never grants an ability. Nintendo’s Kirby Super Star manual

How to diagnose a specific encounter
- Check whether Kirby can inhale the enemy. If not, the game may make that enemy resistant to inhaling.
- Check for a title-specific condition. In Kirby Super Deluxe, some enemies must be damaged and defeated before they can be inhaled.
- Check Kirby’s current ability. In Kirby Super Deluxe, Kirby cannot inhale enemies while using a copied ability.
- If the enemy is swallowed, consider whether it has a copyable ability. The Kirby Super Star manual says some enemies have no ability to copy.
- If Kirby had a power and then lost it, distinguish ability loss from a failed copy. In Kirby Super Star, damage can cause an ability to drop as a star, which disappears after a while.
Kirby games differ in their rules and available abilities. Nintendo’s official Kirby portal describes Copy Abilities across the series, but the instructions for a particular game are the best guide to its exceptions. Kirby Official Portal: Copy Abilities
