Dubai did not impose its own Roblox ban. The restriction on Roblox that is documented in official material was a UAE-wide ban, recorded in May 2018 in the UAE Executive Council Affairs’ Child Online Protection Guide, and the stated reason was child safety. A separate event in September 2025 involved the Telecommunications and Digital Government Regulatory Authority (TDRA) and Roblox announcing safety changes that temporarily disabled certain communication features, including in-experience chat. The sources reviewed do not establish whether that chat restriction is still in place as of October 8, 2026.
Why “Dubai” is the wrong jurisdiction
Dubai is one of the seven emirates that make up the United Arab Emirates. The official guide that documents the Roblox ban describes it as applying across the UAE, not in Dubai alone, and none of the sources reviewed describes an emirate-level action against the game. When you see “Dubai banned Roblox,” the accurate version is “the UAE banned Roblox in 2018, according to an official child-safety guide.” The distinction matters because a country-level action covers Dubai, Abu Dhabi and the other emirates alike, and it is the country-level action that the record supports.
The 2018 UAE ban and the reasons given
The Child Online Protection Guide, published by the UAE Executive Council Affairs, states:
“The Attorney General banned Roblox in the UAE in May 2018 due to risks posed to children through the game, deeming it inappropriate for children, as there were reports where players would display nude or inappropriately dressed avatars and use offensive language.”

Three details in that passage should be read carefully:
- The rationale is the guide’s account. The guide cites reports of nude or inappropriately dressed avatars and offensive language. The sources reviewed do not show that those individual reports were independently verified, so present them as the reason the authority gave, not as established findings about the platform.
- The speaker is not named. The guide refers to the Attorney General but does not identify who held the post or give a date for that passage beyond the May 2018 ban itself. Credit the decision to the guide’s publisher, the UAE Executive Council Affairs.
- Later status is not documented. The guide records the 2018 ban. The sources reviewed do not say whether it was formally lifted, and they do not say whether it was replaced by the 2025 arrangement described below.
What changed in September 2025
On September 4, 2025, TDRA announced changes with Roblox. Aletihad, which reported the announcement, quoted TDRA’s institutional statement: “In collaboration with Roblox, we announce new changes to enhance protection on the Roblox platform.” That quote comes from the authority’s own account, not from a named official.

Newer UAE rules that do not ban Roblox
Several later measures are often mentioned alongside the Roblox story. None of the sources reviewed says that they ban Roblox.
Federal Decree-Law on Child Digital Safety (announced December 26, 2025)
The UAE government announced this decree-law on December 26, 2025. Its stated scope includes online gaming platforms, and it sets responsibilities for platforms, internet service providers and caregivers. It is a general framework. By itself it is not a Roblox-specific ban.

Cabinet resolution on children’s social media access (June 19, 2026)
The Ministry of Family described a cabinet resolution on children’s access to social media. Its current-phase list names X, Facebook, Instagram, Snapchat and TikTok. Roblox is not on that list. The ministry says the resolution takes effect after publication in the Official Gazette, with a transition period of up to 12 months, so it should not be read as a Roblox action.
Roblox age-based accounts (April 13, 2026)
Roblox announced Kids accounts for ages 5–8 and Select accounts for ages 9–15, with age-based catalogs and expanded parental controls. This is the company’s own description of its platform policy. It does not establish whether Roblox is currently available in the UAE or whether chat is enabled there.

What remains unresolved
- Whether in-experience chat is still disabled in the UAE. The September 2025 report calls the change temporary, and no later source reviewed confirms either restoration or continuation.
- Whether the 2018 ban is still formally in force. The guide records it; the reviewed sources do not record a repeal.
- Whether any restriction now affects the whole platform rather than communication features. The reviewed sources describe only the communication change in 2025.
How to check the current status yourself
- Sign in to Roblox and join an experience that normally has chat. If the chat panel is missing or disabled, a restriction is affecting your account or region.
- Look for an official TDRA or Roblox notice dated after September 4, 2025 that states whether the communication change has ended.
- Treat secondhand reports, including social posts and undated articles, as unverified until they cite one of those official notices.
Roblox’s in-app labels change over time, so look for chat or communication settings in the account or privacy menus rather than relying on a fixed menu path.
