Why Did Graves Betray Ghost and Soap in Modern Warfare II (2022)?

Graves betrays Ghost and Soap in the 2022 Modern Warfare II reboot because they are interfering with General Shepherd's cover-up of an illegal missile operation.

Phillip Graves turns on Ghost and Soap because their team is interfering with General Shepherd’s cover-up of an illegal missile operation. Graves leads Shadow Company, the private military company he founded, and he carries out Shepherd’s orders to silence anyone who gets close to the truth. The betrayal happens in Mexico, in the 2022 reboot of Call of Duty: Modern Warfare II.

Which story this refers to

The betrayal in question is the one in the 2022 reboot, in the section Activision’s story recap calls “Betrayal in Mexico.” It is not the twist from the original 2009 Modern Warfare 2, which is a different story beat. The 2022 campaign is an indirect continuation of Modern Warfare (2019) and has its own Task Force 141 storyline. If you bring up the 2009 game in an answer about this scene, say so explicitly, because the official material for the 2022 reboot does not provide enough detail for a full comparison.

How the operation led to the betrayal

The cause of the betrayal sits earlier in the story, in a covert operation that goes wrong:

  1. Shepherd moves missiles outside official channels. He believes the Russian threat in Urzikstan justifies acting without authorization. He works with Shadow Company to move U.S. ballistic missiles to American allies in the Middle East.
  2. The missiles are lost to the enemy. The Konni Group intercepts them, so American weapons end up in hostile hands. Shepherd has to answer for losing control of them and chooses to cover it up. He orders Graves and Shadow Company to silence people who get close to the truth.
  3. The missiles surface in Mexico. They move into a smuggling plot involving Iranian Major Hassan Zyani and the Las Almas Cartel. Task Force 141, Shadow Company, and the Mexican Special Forces unit Los Vaqueros work together to stop them.
  4. The teams find out where the missiles came from. After two missiles are tracked down and dismantled, Ghost and Soap learn that the remaining missiles are American-made. Shepherd orders them to ignore where the missiles came from and destroy them.
  5. Graves turns on the teams in Las Almas. Graves and Shadow Company attack Task Force 141 and Los Vaqueros. Alejandro is detained, Soap is wounded, and Ghost escapes.

Why Graves turns on Ghost and Soap

Graves’s turn follows from Shepherd’s instructions. Ghost and Soap have discovered that the missiles are American, which exposes Shepherd’s responsibility for the failed operation. Shepherd’s order to ignore this is the signal that protecting the cover-up now takes priority over the truth. Graves, whose company was used for the original smuggling, is the one who executes the order against the teams.

Activision’s recap links the turn directly to the teams’ interference: Graves and Shadow Company move against them because they are “meddling in General Shepherd’s mess.” The roles of the main figures are set out below.

What the official account establishes, and what it does not

  • The official recap establishes the operational reason: the teams are interfering with Shepherd’s cover-up. It is the main source for the full causal chain.
  • It does not establish a detailed personal motive for Graves. Explanations based on his private loyalty or inner conflict go beyond what the recap says.
  • In the confrontation, Ghost escapes and Soap is wounded. Neither character dies in this scene.
  • No statistic or measurable figure is involved in this plot point. The fictional events are only described in the story recap and campaign overview.

How the developers framed the story

In a May 31, 2019 interview with Activision and Infinity Ward, Narrative Director Taylor Kurosaki described the reboot’s storytelling approach: “These are morally complex stories where there is no black and white, or pure evil or pure good; it’s the gray in the middle of all that, and finding your line is a hard thing to determine sometimes.” That statement is useful for understanding the tone of the campaign, but it is thematic context rather than evidence of a specific hidden motive. For the concrete explanation of the betrayal, the in-game recap is the authoritative source.

Shepherd’s justification is also worth reading in full. In Activision’s September 16, 2026 recap, the general says: “To do good, you’ve gotta do some bad.” Graves’s dismissal of the teams comes as a line of his own: “You boys have been relieved. Thank you for your service.”
