The monthly reset applies to the Abyssal Moon Spire (Floors 9–12), not the Abyss Corridor (Floors 1–8). HoYoverse says the Spire refreshes on the 16th of each month, with the in-game countdown showing the precise timing.
Check whether the reset time has arrived
HoYoverse’s Help Center says the Spiral Abyss refreshes on the 16th of each month. It does not give one universal clock time; use the countdown shown in-game for the timing that applies to your server. If that countdown has not reached zero, the current cycle has not refreshed yet. Confirm which floors you mean
Abyss Corridor: Floors 1–8
Floors 1–8 are the Abyss Corridor, a separate section from the monthly-reset Spire. HoYoverse’s Version 5.1 notes describe the Corridor and its relationship to Spire entry and skip rewards. Seeing Corridor progress or completion displayed differently does not by itself mean the monthly Spire reset failed. HoYoverse Version 5.1 update notes
Abyssal Moon Spire: Floors 9–12
The Abyssal Moon Spire is the section tied to the monthly cycle. HoYoverse’s Version 4.7 update notes announced that the Spire would update on the 16th, beginning July 1, 2024. HoYoverse Version 4.7 update notes

Why a floor may look completed or rewards may appear already credited
Skip rewards introduced in Version 5.1 can make the current cycle look as though you have advanced farther than expected. Under the stated full-star conditions, getting full stars on Floor 11 in the previous cycle qualifies you to claim current-cycle Floor 9 full-star rewards; completing Floor 12 with full stars can qualify you for Floor 9 and Floor 10 full-star rewards. These are reward-eligibility rules, not evidence that the cycle did not refresh. Star’s Bounty Primogems still need to be claimed manually. HoYoverse Version 5.1 update notes
Check whether you claimed the rewards before the refresh
Rewards earned in the Spiral Abyss must be claimed before the cycle refreshes. HoYoverse says unclaimed rewards do not carry over to the next cycle, so a missing reward after reset may be an unclaimed reward rather than a reset problem. HoYoverse Help Center: Spiral Abyss reset timing

If more than Abyss progress is affected, verify that you selected the intended server and signed in using the same login method as before. HoYoverse notes that a linked email is different from Google login, and Apple ID is different from Game Center.
